This procedure regulates the issuance indeeed of the certificate of opportunity by Maramureș County Institution. The structure handling the application is the Document Reception Department.
For the issuance of the certificate of opportunity, the applicant shall address the Maramureș County Council by electronically submitting the following documents:
- Application for issuing the certificate of opportunity - form;
- Urbanism certificate, in copy;
- Proof of ownership of the property, land and/or buildings;
- Opportunity study;

- Proof of payment of the legal fee (copy). Payment can be made by bank transfer to account RO 10TREZ43621330250XXXXX, C.U.I. 3627315, through TREZORERIA Baia Mare.
- Other documents that the applicant considers necessary (optional).
The issuance of the certificate of opportunity is conditioned by sending the original documents by post to the issuer’s headquarters, if they do not have an electronic signature.

Written documents: explanatory technical memorandum, which includes: - presentation of the proposed investment/operation; - proposed indicators; - the way the proposed investment/operation integrates into the area; - presentation of the economic and social consequences at the level of the territorial reference unit; - categories of costs to be borne by private investors and categories of costs to be borne by the local public authority. 2. Drawings: - zoning; - topographic/cadastral plan with the study area; - proposed concept - site plan showing functions, neighbors, access and utilities arrangements.*
