License request for the public water supply and sewerage service, provided/supplied through the method of direct management by public services of local or county interest, with legal personality, established and organized by decisions of the deliberative authorities of the administrative-territorial units -

Settlement time: 60 days from the registration of the documentation or 30 days from the submission by the public utilities service operator of the supplements requested by A.N.R.S.C.
Procedure description: The documents submitted by the applicant for the granting of the license for a public utility service/activity are analyzed by A.N.R.S.C., and in case it is necessary, the regulatory authority sends the applicant a notification informing of the obligation to make additions, corrections, or clarifications, regarding the request and the submitted documents, within 30 days from the registration of the documentation.
In case , within 30 days from the issuance of the notification for supplements, the applicant does not provide all the corresponding documentation required by the regulation, including the requested supplements, A.N.R.S.C. will return this documentation and remove the respective request from the licensing procedure, communicating this decision to the applicant.
Depending on the manner of presentation and the complexity of the information contained in the documentation submitted by the applicant, A.N.R.S.C. may decide:
a) the summoning, at the A.N.R.S.C. headquarters, of the applicant’s authorized representatives, to clarify certain aspects that arise/do not arise from the provided documentation;
b) verification, on site, of the accuracy of the data in the documentation sent by the applicant.
A.N.R.S.C., through the specialized department, prepares a specialized report, which includes the justified proposal to grant/reject the license and which will be presented for analysis to the Licensing Commission by the secretary of the commission.
The proposal for the granting/rejection of the license is subject to a vote within the Licensing Commission.
The granting/rejection of the license is done through an order of the president of A.N.R.S.C.
In case of granting the license, A.N.R.S.C. sends the applicant the fiscal invoice regarding the license granting fee, which must be paid within a maximum of 30 days from the date of the communication of the invoice.
After confirming the payment, A.N.R.S.C. sends the applicant within a maximum of 5 days, the order of the president of A.N.R.S.C. granting the concepts license accompanied by the license and its associated conditions.
In case the 30-day term for paying the license granting fee is not respected, A.N.R.S.C. will proceed to withdraw the license.
In case of refusal to grant the license, A.N.R.S.C. sends the applicant within a maximum of 5 days from issuance, the order of the president of A.N.R.S.C. refusing the license, accompanied by the reasons for denying the granting.
In the situation in which the license has been rejected, the applicant may not submit a new licensing documentation earlier than 6 months from the date of issue of the order of refusal.
Final document:
a) Order to grant the license, accompanied by the license and the conditions associated with the license;
b) Order to reject the license, accompanied by t he reasons for refusal;
c) Notification regarding the removal of the request from the procedure.
Notification deadline at returning from the settlement term: 5 days from the date of confirmation of payment of the license granting fee, in the case of license granting, or 5 days from the date of issuing the license refusal order.
