(except in cases where the construction permit is requested for the execution and rehabilitation of land improvement infrastructure in accordance with the provisions of art. 33, paragraph (2), letter a) of Law 138/2004 with subsequent amendments and completions); (except for requests for the works provided in art. 7, paragraph 14 of Law 50/1991 regarding the authorization of the execution of construction works, republished); (except for public utility investment works)*

The favorable opportunity notice from the County Council/Local Council for the extension of the built-up area, in the case of land located outside the built-up area, for which preparation of the Zonal Urban Plan (P.U.Z.) is requested, and the request for the Detailed Urban Plan (P.U.D.) from the City Hall for land located within the built-up area.*
