(2), letter a) of Law 138/2004 with subsequent amendments and completions). Technical memorandum of the work describing the investment objective .*

Government/County Council/Local Council Decision, regarding the declaration of public utility of investment objectives of national, county, or local interest, under the conditions of the law, as the case may be.*

The favorable opportunity notice from the County Council/Local Council for the extension of the built-up area, in the case of land located outside the built-up area, for which a ZUP is requested to be drawn up, from the town hall for land located within the built-up area.*
