According to Article 30 paragraph (1) letter b) of Law 481/2004 updated regarding civil protection:

Starting execution works for new constructions and arrangements or extensions of existing constructions, provided with a basement, with a built area larger than 150 sqm, if the developed area of the new constructions falls within the provisions of Annex no. 1 from HGR 862/2016.
