The procedures and calendar regarding enrollment/re-enrollment in preschool education in 2025*

The Ministry of Education and Research informs that, for the enrollment of children in pre-university educational institutions with preschool and/or ante-preschool groups and in complementary early education services, the following stages are carried out:
- re-enrollment of children who attend kindergarten in this school year and wish to attend it in the 2025-2026 school year as well - will begin on May 19;
- enrollment of newly arriving children will take place starting from May 26.
The schedule for re-enrollments and enrollments will be set by the management of the educational institution and will be displayed, in a visible place, in each kindergarten, for the information of parents and interested public, including on its website (if available), and possibly on the school inspectorate websites.
Priority is given to the enrollment/re-enrollment of all 4-year-old children in the middle group and 5-year-old children in the big group of preschool education.
If, in an educational institution, the number of enrollment requests is higher than the number of available places, general selection criteria and specific selection criteria will be applied successively.
The general selection criteria which apply to the ante-preschool level, including for educational institutions for which the local public authority has the status of founder and which have chosen to conduct enrollment using the IT application used for registration, are as follows:
a) the child has reached the age of 2 years by the end of the current calendar year;
b) the child's domicile/place of work of one of the parents/of the legal representative is located near the educational institution where the parent/legal representative submits the enrollment request;
c) both parents of the child/the single parent/legal representative of the child are employed/the parent presents a return-to-work certificate at the time of request validation/within 30 days from the start of the school year or the parent does not benefit from the child-raising and care allowance; situations where the parent/legal representative proves the existence of an activity as a self-employed/PFA or company/SRL are assimilated with those of parents/legal representatives who are employed;
d) at least one parent/legal representative of the child is attending a full-time form of education;
e) existence of a document proving that the child benefits from guardianship or a special protection measure established under the provisions of Law no. 272/2004 regarding the protection and promotion of children's rights, republished, with subsequent amendments and completions;
f) existence of a document proving that the child is in the care of a single parent (monoparental family)/ existence of a document proving that the parent/legal representative of the child has 3 or more children (large family);
g) at least one parent/single parent/legal representative of the child fits into one of the following situations:
(i) retired in accordance with legal provisions;
(ii) with disability certificate;
(iii) unemployed, seeking a job, with supporting documents from the Employment Agency;
h) the parent/legal representative of the child has another minor child in care (up to grade 4 of primary education) and/or another child enrolled in the respective educational institution, in the school year for which enrollment is made.
The general selection criteria which apply to the preschool level are as follows:
a) the child has reached the age of 4 or 5 years as of September 1;
b) the child's domicile/residence/place of work of one of the parents/of the legal representative is located near the educational institution;
c) at least one parent/legal representative of the child is attending a full-time form of education;
d) existence of a document proving that the child benefits from guardianship or a special protection measure established under the provisions of Law no. 272/2004, republished, with subsequent amendments and completions;
e) existence of a document proving that the child is in the care of a single parent (monoparental family)/ existence of a document proving that the parent/legal representative of the child has 3 or more children (large family);
f) both - parents/single parent/legal representative of the child are employed or at least one of them fits into one of the following situations:
(i) retired in accordance with legal provisions;
(ii) with disability certificate;
(iii) unemployed, seeking a job, with supporting documents from the Employment Agency;
g) existence of a medical certificate for classification of the child in the degree of disability and/or a school and vocational orientation certificate issued by CJRAE/CMBRAE;
h) existence of a brother/sister enrolled in the respective educational institution, in the school year for which enrollment is made.
Specific selection criteria (developed by each preschool educational institution, approved by its Administrative Council and endorsed by the County School Inspectorate/the School Inspectorate of Bucharest municipality by May 20) cannot be discriminatory and cannot include pre-registration lists.
Also, the specific selection criteria will be applied only after the general criteria have been exhausted.
To ensure transparency of the re-enrollment/enrollment process, the management of preschool educational institutions will display, visibly, for all interested, the following information:
• name and address of the educational institution;
• capacity of the institution (number of children for which it was designed);
• number of places approved by the schooling plan for the 2025-2026 school year (by age groups: small, middle, big and ante-preschool/preschool level);
• general and specific criteria for enrolling children;
• number of children re-enrolled/enrolled daily (during the set period) out of the total available;
• other information to allow parents/legal representative of the child to know the activities of the educational institution;
We mention that private educational institutions will display in a visible place information regarding their status, respectively whether they are authorized to operate provisionally or are accredited by the Agency for Quality Assurance in Pre-University Education (ARACIP).
