The procedure applies to Romanian citizens and citizens from EU member states, the European Economic Area, and the Swiss Confederation who have obtained the status of PhD supervisor in prestigious universities from other countries, which are included in the list of prestigious universities approved by OMECTS no. 5825/2016 and periodically updated, who are requesting establishment on the territory of Romania.
