The request of the beneficiary or the owner, as applicable, specifically mentioning the area, the investment to be carried out, CF number, cadastral number and/or topographical number, signature/stamp (legal entities), accompanied by a copy of the identity document.*

Certificate of registration and certificate of factual status from the trade register or the document on the basis of which the activity is carried out, in copy, in the case of the beneficiary legal entity.*

In case of representation, notarial power of attorney, respectively the delegation, the resolution of the general meeting of associates, the decision of the sole associate, the decision of the representative of the associative form, as the case may be, in original and copy, as well as a copy of the ID card for the authorized individual or a copy of the passport for the authorized individual with domicile abroad.*

Copy of the ownership document (for example: ownership title, sale-purchase contract, donation contract) or another valid land holding document (for example: concession, lease, rental, superficies contract, etc.) with notarized authentication. (except for requests for works provided in art. 7 para. 14 of Law 50/1991 on the authorization of construction works, republished).*

Copy of the urban planning certificate (valid), accompanied by the zoning plan and the site plan.*

Technical documentation drawn up by a certified and authorized person in land improvement works, with the technical solution regarding the protection of land improvement works, where the situation requires it. The documentation / technical project will also include the technical protection solution for land improvement works and will be checked according to the law, obligatorily by a certified project verifier. In the case of national roads, expressways, ring roads, highways, it is required that the technical documentation be endorsed by a certified project verifier in roads and bridges.*

Copies of payment documents.*

The land registry excerpt for information accompanied by the cadastral plan excerpt, issued by the office of cadastre and real estate publicity no more than 30 days prior to the date of submission of the documentation, as the case may be. (except in the case where the issuance of the construction permit is requested for the achievement and rehabilitation of land improvement infrastructure in accordance with the provisions of art. 33, para.(2, let. a) of Law 138/2004 with subsequent amendments and completions); (with the exception of requests for the works provided in art. 7 para 14 of Law 50/1991 regarding the authorization of construction works republished); (with the exception of public utility investment works).*
