According to Law 278/2015, the Order of General Nurses, Midwives and Medical Assistants of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of the Romanian qualification titles of general nurse, midwife, and medical assistant in other EU Member States.

The activities of certifying the Romanian qualification titles of general nurse, midwife, and medical assistant in other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. As appropriate, the certification documents are certificates or recommendations.

Online requests for the issuance of documents necessary for the recognition for professional purposes of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted via PCUe to the county branch/the Bucharest Municipality branch of OAMGMAMR to which the applicant is a member. If the applicant has NOT acquired the status of a member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial scope the applicant resides.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is required to complete the file with all the requested documents. If the applicant does not meet the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drawn up at the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to applicants via PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.

The professions of general nurse, midwife, and nurse are regulated professions in Romania by Government Emergency Ordinance No. 144 of October 28, 2008 regarding the exercise of the profession of general nurse, the profession of midwife, and the profession of nurse, as well as the organization and functioning of the Order of General Nurses, Midwives, and Nurses of Romania.*

MANDATORY FOR GRADUATES WHO COMPLETED THEIR STUDIES BEFORE 2007 - Work book - copy attested “true to the original” by the employer. In the case of employers from the private sector, the INDIVIDUAL EMPLOYMENT CONTRACT accompanied by the addendums - copies attested “true to the original” by the employer will be uploaded electronically. If the applicant cannot prove his professional experience, he will attach a scanned statement on his own responsibility mentioning this. The statement will include the name and surname, identification data, domicile, profession, and the mention “I declare on my own responsibility that I have not practiced the profession and do not have evidence regarding professional experience.” FOR GRADUATES WHO ENROLLED IN STUDIES STARTING WITH 2007 - a scanned statement will be attached, in which the name and surname, identification data, domicile, profession and the mention “I, the undersigned..., declare that I graduated from the school/ university ... in the year ...” will be mentioned.*

The REVISAL excerpt must contain the position, employment standard, start and end date of the worked period...
