The allowance for raising children up to 2 years old, or up to 3 years old in the case of a child with a disability, is a form of support to which individuals are entitled if, in the last 24 months prior to the child's birth, they have earned income for 12 months from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 regarding the Fiscal Code, with its subsequent amendments and completions - taxable income, or they have been in one or more of the situations referred to as assimilated periods. Either of the child's biological parents, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.

The application is submitted, after the end of the maternity leave (mandatory is 42 days after birth), within 60 working days.
In the case of Authorized Natural Persons:
- Certificate from the Health Insurance House (C.A.S) specifying the period during which the maternity allowance (pregnancy + confinement) was paid, or a self-declaration stating that the maternity allowance was not received;
- Certificates from the Arad Public Finance Administration showing the income earned in the last 2 fiscal years prior to the date of the child’s birth or, as the case may be, proof of income calculated for the purpose of advance payment of tax;
- Tax decisions from the Public Finance Administration for the last 2 fiscal years prior to the child’s birth showing the starting date of the activity;
- The Single Declaration for the last 2 fiscal years prior to the date of the child’s birth;
- Decision of suspension or cessation of activity, declaration 070 from the Arad Public Finance Administration;
For students, university graduates, pupils, etc.:
- CERTIFICATE ISSUED BY THE EDUCATIONAL INSTITUTION CONFIRMING ATTENDANCE OF FULL-TIME COURSES WITHOUT INTERRUPTION UNTIL THE DATE OF THE APPLICATION IN THE YEAR PRIOR TO THE CHILD’S BIRTH OR GRADUATION DIPLOMA ACCOMPANIED BY THE TRANSCRIPT OR CERTIFICATE ISSUED BY THE HIGHER EDUCATION INSTITUTION IF THE FACULTY WAS GRADUATED IN THE YEAR PRIOR TO THE CHILD’S BIRTH IF FOUND IN ONE OF THE ASSIMILATED PERIODS;
- SELF-DECLARATION THAT NO INCOME SUBJECT TO TAX IS EARNED;
If the father requests the child-rearing and care allowance, the certificate from the mother’s employer specifying the period during which the maternity allowance was paid (i.e. pre-natal and post-natal leave) is also required, or a self-declaration stating that the maternity allowance was not received.*
