The purpose of this procedure aims at the free and unrestricted access of individuals to any information of public interest, as defined by law, and constitutes one of the fundamental principles of the relationship between individuals and public authorities, in accordance with the Constitution of Romania and with the international documents ratified by the Romanian Parliament.

It establishes the manner in which the communication to authorities, institutions, and interested persons of the documents issued by the director is ensured, under the provisions of Law no. 544/2001 regarding free access to information of public interest.

The procedure is carried out especially for good collaboration between citizens and public institutions, in the interest of the public institution, the citizens, the employees of the public institution, etc.
