The recognition of official physiotherapy qualification titles obtained in another EU Member State, in states belonging to the European Economic Area and in the Swiss Confederation, aims to facilitate the right of establishment and the holder's access to the physiotherapist profession in Romania.
The profession may be practiced after obtaining the status of member of the Romanian College of Physiotherapists (CFZRO), the free practice authorization accompanied by the annual endorsement, following the recognition of the qualification.

This procedure does not apply in the case of temporary or occasional professional activity in Romania by physiotherapists established in another Member State. By exception, it applies for the first provision of services in the situation where CFZRO decides that the providing physiotherapist must take an aptitude test.


Procedure description:

  • Within one month from the date of registration, CFZRO notifies the applicant, confirming the receipt of the file and, if necessary, requesting the completion with missing documents.
  • Within a maximum of 3 months from notification, the applicant is required to complete the file with all requested documents. If the applicant does not comply with the deadline for completion, upon expiration, CFZRO files the application and notifies the applicant in writing to this effect. Within 120 days from submission of the complete file, CFZRO analyzes the applicant's training and professional experience and formulates a well-justified proposal regarding the solution of the application, namely:

a) Recognition of qualification without the implementation of compensatory measures. Based on this proposal, the President of CFZRO issues the qualification recognition decision.

b) Recognition of qualification with compensatory measures. This proposal, as well as the curricular differences established by CFZRO, the corresponding bibliography, and the duration of the adaptation internship, are approved by the President of CFZRO and communicated to the applicant within the aforementioned 120-day period. If the applicant chooses to take an aptitude test, the test date will be established in agreement with the applicant, within a maximum of 6 months from the date the president approves the recognition of qualification with compensatory measures.

The President of CFZRO issues the qualification recognition decision based on the documents attesting the implementation of the compensatory measure by the applicant.

In both situations, the qualification recognition decision is communicated to the applicant and the territorial college of their domicile, for the purpose of obtaining the free practice authorization and the annual endorsement.

CFZRO may exchange information via the Internal Market Information System of the European Union according to administrative cooperation procedures, as provided in Regulation (EU) No. 1.024/2012 of the European Parliament and Council of 25 October 2012 on administrative cooperation through the Internal Market Information System and repealing Commission Decision 2008/49/EC ("the IMI Regulation") and Commission Implementing Regulation (EU) 2015/983 of 24 June 2015 on the procedure for issuing the European Professional Card and applying the alert mechanism under Directive 2005/36/EC of the European Parliament and Council.

(i)Copy of the documents attesting the education, namely the official qualification titles that grant access to the physiotherapist profession attested in the issuing EU member state, proof of the holder's professional experience; (ii)Copy of additional documents regarding the duration and content of the education: curriculum, transcript of records, diploma supplement or other study documents concerning the total duration of studies, courses studied/number of hours allocated to each course and, where applicable, the proportion/ratio between theoretical and practical training/instruction. (iii)Copy of documents regarding the completion of other relevant training courses: proof of participation in continuing professional development programs, seminars, and other lifelong learning and training courses; (iv)Copy of documents regarding professional experience: 1.If the applicant obtained the qualification of physiotherapist in a member state where the profession or training is not regulated, they shall submit documents attesting that they have gained at least one year of professional experience as a physiotherapist or for an equivalent period in case of part-time work (representing a total duration equivalent to part-time work in the previous 10 years in another member state that does not regulate the respective profession and who hold one or more qualification titles issued by another member state that does not regulate the respective profession) and which clearly state the professional activities carried out. These supporting documents may include a certificate issued by a competent authority, an employment certificate, pay slips or other relevant documents, provided that they clearly identify the activities in question; 2.if the applicant obtained the qualification of physiotherapist in a non-EU country, they shall submit a document attesting that they have gained at least 3 years of professional experience as a physiotherapist and which clearly states the professional activity performed. This document must be issued by the competent authority of the EU member state which carried out the initial recognition of the mentioned qualification title;*
