This procedure establishes the regulatory framework regarding the authorization of technical managers for execution by ISC starting from September 30, 2016. Persons who have been authorized to carry out the activity of permanent technical manager for execution by an act of authority — authorization or equivalent document, issued by competent authorities recognized in one of the EU or EEA member states, may perform the activity in Romania temporarily as well, being required to submit to ISC a declaration, drafted in Romanian, regarding the services/works they will perform. In this situation, the technical manager for execution is exempted from registration in the Public Register of technical managers for execution authorized by ISC.

Procedure regarding the authorization and exercising the right to practice of technical managers for the execution of construction works, approved by MDRAP Order no. 1895/2016.

Appeal routes

The communication sent to the applicant regarding the non-approval of the request to temporarily perform the activity of technical execution manager can be contested at I.S.C within 15 working days from the date of receipt of the communication. Appeals are resolved by the authorization committee within 15 working days from their registration.
