This procedure presents the methodology regarding the recognition by the National School of Political and Administrative Studies of the doctorate diploma and the title of doctor of science or in a professional field, obtained abroad by Romanian or foreign candidates, for the purpose of enrolling in postgraduate programs, obtaining habilitation, or occupying a teaching or research position within S.N.S.P.A.

The doctoral title allows access to the teaching profession which is found in Annex no. 2 of Law no. 200 of 2004 regarding the recognition of diplomas and professional qualifications for regulated professions in Romania, with its subsequent amendments and completions.*

Doctorate diploma - The study documents subject to recognition are authenticated with the Hague Apostille for countries that are parties to the Hague Apostille Convention, while for other countries the study documents are legalized or accompanied by a certificate of authenticity issued by the competent authorities from the country of origin. Exemption from apostille or legalization is permitted on the basis of law, an international treaty to which Romania is a party, or on the basis of reciprocity.*

Appeal routes

The applicant has the right to appeal the decision of the Internal Specialized Evaluation Committee within 10 calendar days from the receipt of the notification. The appeal filed by the applicant will be analyzed and resolved by the Appeals Committee within the IOSUD SNSPA within a maximum of 30 calendar days from the date of registration at the university. The committee's decision on the appeal is final at the SNSPA level and will be communicated to the applicant at the contact details provided.
