regarding the quality of the applicant and their relationship with the child/children for whom the right is requested, for one of the persons who adopted the child/ to whom the child was entrusted for adoption/ who has the child in placement/ in emergency placement, except for the professional foster carer who may benefit from these rights only for their own children, as well as the person who has been appointed as guardian. In the case of sole proprietorship (P.F.A): - Certificate from the Health Insurance House (C.A.S.) indicating the period during which the maternity allowance (pregnancy + confinement) was paid or a statement on own responsibility that the maternity allowance was not received; - Certificates from the Public Finance Administration - from which the income earned in the last 2 fiscal years prior to the child's birth is shown, or, as the case may be, proof of the calculated income for advance tax payment; - Tax assessment decisions from the Public Finance Administration for the last 2 fiscal years prior to the child's birth, stating the start date of the activity; - The Unique Declaration, for the last 2 fiscal years prior to the date of the child's birth; - The suspension or cessation decision of the activity, declaration 070, from the Public Finance Administration; For students, graduates, pupils, etc.: - CERTIFICATE ISSUED BY THE EDUCATIONAL INSTITUTION ATTESTING ATTENDANCE OF FULL-TIME COURSES WITHOUT INTERRUPTION, UNTIL THE DATE OF THE REQUEST IN THE YEAR PRIOR TO THE CHILD'S BIRTH OR GRADUATION DIPLOMA ACCOMPANIED BY THE TRANSCRIPT OR CERTIFICATE ISSUED BY THE HIGHER EDUCATION INSTITUTION IF THE FACULTY WAS COMPLETED IN THE YEAR PRIOR TO THE CHILD’S BIRTH IF THE PERSON IS IN ONE OF THE ASSIMILATED PERIODS m) attending, without interruption, full-time courses of pre-university education, including within the “Second Chance” program, or, as the case may be, university at bachelor or master’s degree level, as well as post-university education at master's level, organized according to law, in the country or abroad, in a field recognized by the Ministry of National Education, except for the case of interruption of courses for medical reasons; n) holds the status of doctoral student, under the conditions provided by National Education Law no. 1/2011, with subsequent amendments and additions; o) is in the period between the completion of a form of pre-university education and the start, in the same calendar year, of another form of pre-university education, full-time courses, organized according to law, attended without interruption; p) is in the period between the completion of full-time pre-university courses, organized according to law, and the start of university education, full-time courses, in the same calendar year; q) is in the period between graduation from a form of university education, full-time courses, with or without a bachelor's or diploma exam, and the start, in the same calendar year, of another form of university education, full-time courses, organized according to the law, attended continuously; r) is in the period between the completion of a form of university education, at the level of bachelor’s or master’s degree studies, as well as post-university at master’s level, full-time courses, and the start, in the same calendar year, of another form of university education at bachelor’s or master’s degree level, full-time courses, organized according to law, attended continuously; s) is in the period between the completion of a form of post-university education, full-time courses, and the start, in the same calendar year, of another form of post-university education, full-time courses, organized according to law, attended without interruption; t) is within 60 days of completing compulsory education or, as the case may be, upon graduation from full-time pre-university, university at bachelor’s or master’s degree level, and post-university at master’s level, organized according to law, with or without graduation exam, for the purpose of employment or, as the case may be, transition to unemployment, calculated from the 1st of the month following completion of studies - STATEMENT ON OWN RESPONSIBILITY THAT NO TAXABLE INCOME IS EARNED If the father requests the child-raising and care allowance, a certificate from the mother's employer specifying the period during which the maternity allowance, i.e., prenatal and postnatal leave, was paid, or a statement on own responsibility that the maternity allowance was not received, is also required.*
