Based on Law no. 266/2002, republished, in order to be able to produce seeds and planting material on the territory of Romania, an economic operator, natural or legal person, must be registered by the competent authority, the Ministry of Agriculture and Rural Development - National Seed Quality Inspection, for this purpose.
