Operational procedure regarding the automatic recognition by Alexandru Ioan Cuza University of Iași of the status of doctoral supervisor obtained in accredited foreign higher education institutions*

This procedure establishes the way in which “Alexandru Ioan Cuza” University of Iași carries out the automatic recognition of the PhD supervisor status obtained in accredited higher education institutions abroad, respecting the principles of legality, university autonomy, transparency, responsibility, as well as the applicable ethical and deontological norms. The procedure applies to Romanian citizens and citizens of the Member States of the European Union, the European Economic Area, and the Swiss Confederation who have obtained the status of PhD supervisor in:
- accredited higher education or research and development institutions in the Member States of the European Union, the European Economic Area, or the Swiss Confederation;
- accredited higher education or research and development institutions included in the “List of prestigious universities from other states”, approved by OMECTS no. 5825/2016 and periodically updated, for the purpose of settling in Romania;
- accredited higher education or research and development institutions that are the object of an international convention of mutual recognition, concluded at governmental or inter-university level.
The automatic recognition of the status of PhD supervisor or habilitation by IOSUD “Alexandru Ioan Cuza” University of Iași is valid and produces legal effects only at the level of “Alexandru Ioan Cuza” University of Iași.
The recognition of the status of PhD supervisor or habilitation by IOSUD “Alexandru Ioan Cuza” University of Iași is made only for the purpose of exercising the rights conferred by the PhD supervisor status and for occupying a teaching position within “Alexandru Ioan Cuza” University of Iași.
Occupying a teaching position in the Romanian educational system is carried out according to the legal norms in force.
Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 296 paragraphs (1) and (2) of Law no. 1 of 2011 on National Education apply directly:
(1) Reserved, vacant, or temporarily vacant teaching positions are filled with priority by the tenured teaching staff of the institution or by associated teaching staff, paid hourly, according to the present law.
(2) The employment of specialists with recognized scientific and professional value in the field from the country or abroad, as invited associate teaching staff, is endorsed by the department council and approved by the board of administration.
File submission: The file can also be submitted at the Registry of “Alexandru Ioan Cuza” University of Iași, Monday to Friday, between 08:00 - 16:00, and will be forwarded to the Office for University Doctoral Studies, or it can be sent by mail to the address: “Alexandru Ioan Cuza” University of Iași, Bulevardul Carol I no. 11, postal code 700506, Iași, Romania.
The resolution deadline is 30 days from the date of its registration. This period is extended in justified cases, the applicant being informed in writing. The commission may request additional documents from the applicant, in which case the resolution deadline is extended by 30 days from the date the file is completed.

The appeal is submitted to the "Alexandru Ioan Cuza" University of Iași within 30 days from the communication of the decision. Appeals are resolved within 5 days from their receipt by an appeals resolution commission consisting of 5 members, appointed by the Rector's decision. The final decision of the institution can subsequently be challenged in court.
