The request of the beneficiary or the owner, as the case may be, specifically mentioning the area, the investment to be made, Land Register number, cadastral number and/or topographic number, signature/stamp (legal entities), accompanied by a copy of the identity document.*

Certificate of registration and certificate of status from the trade register or the document on the basis of which it carries out its activity, in copy, in the case of the beneficiary legal entity.*

In case of representation, notarial power of attorney, respectively delegation, decision of the general meeting of associates, decision of the sole associate, decision of the representative of the associative form, as applicable, in original and copy, as well as a copy of the ID card/identity card of the authorized natural person or a copy of the passport for the authorized natural person with domicile abroad.*

Copy of the ownership document (for example: property title, sale-purchase contract, donation contract) or another valid land possession document (for example: concession contract, lease, rental, superficies, etc.) with notarial authentication conclusion. (except for requests for works provided in art. 7 paragraph 14 of Law 50/1991 regarding the authorization of construction works, republished).*

The owner’s agreement for the preparation of P.U.Z., P.U.D., in case the land is owned by a person other than the owner; the administrator’s agreement for the preparation of P.U.Z., P.U.D., in case the land belongs to the public/private domain of the state – in original and copy. (except PUG).*

Copy of the urbanism certificate (within its validity period), accompanied by the zoning plan and the site plan. (except for the General Urban Plan - PUG).*

The technical memorandum of the work, in which the investment objective is described.*

Government/county council/local council decision regarding the declaration of public utility of investment objectives of national, county, local interest, under the conditions of the law, as applicable.*

The favorable notice of opportunity from the County Council/Local Council for the extension of the built-up area, in the case of land located outside the built-up area, for which the drafting of a Zoning Urban Plan (P.U.Z.) is requested, and the request for a Detailed Urban Plan (P.U.D.) from the City Hall for land located within the built-up area.*

Copies of the payment documents.*

The land registry excerpt for information, accompanied by the cadastral plan excerpt, issued by the office of cadastre and real estate publicity no more than 30 days before the date of submitting the documentation, as the case may be. (Except in the case where the construction authorization is requested for the implementation and rehabilitation of land improvement infrastructure in accordance with the provisions of art. 33, para. (2, letter a) of Law 138/2004 with subsequent amendments and completions); (except for requests for the works provided for in art. 7 para. 14 of Law 50/1991 regarding the authorization of construction works as republished); (except for investment works of public utility) When issuing ANIF approvals for the preparation of P.U.G., P.U.Z., P.U.D., it is specifically established whether the requested area contains land improvement works, so that, when requesting the Technical Approval, the beneficiary must submit a project including the technical solution for protecting the land improvement works located within the relevant perimeter. The existence of these works in the requested perimeter, which is intended to be included in the intravilan (buildable area) of the locality, will be indicated in the Approval for the preparation of P.U.G. / P.U.Z. as a strict condition to be observed during the execution of the work. These conditions will be verified on site by the specialized inspector/ANIF adviser and will be delimited and highlighted on the site plans. Failure to comply with the imposed conditions will lead to the annulment of the ANIF Approval for the preparation of P.U.G. / P.U.Z. issued.*
