The procedure aims to regulate the granting of social protection measures for low-income population represented by monthly aids to cover parts of the expenses related to home heating during the cold season, as well as the manner of invoicing and payment of thermal energy.

Family support allowance is a form of aid for families with low income who are raising and caring for children up to 18 years old and is granted by the decision of the mayor of Scânteiești commune.

Granting the family support allowance aims to supplement the family's income in order to ensure better conditions for the upbringing and education of children, as well as to encourage school-age children in the care of families with low income to attend courses in a form of education organized according to the law in force.

Social assistance is granted monthly, to supplement the net monthly income of the family or single person, to ensure the guaranteed minimum income. The payment of social assistance is provided by the County Agency for Payments and Social Inspection Galați, from the budget of the Ministry of Labor and Social Justice. For the amounts granted as social assistance, one of the adult members of the family must perform monthly actions or works of local interest for all family members, without exceeding the normal work schedule; failure to fulfill this obligation leads to the suspension of social assistance payment, and if this obligation is not fulfilled within three months from the suspension, the payment of social assistance ceases.
