*The School after School Program*
The "School after School" Program (ȘDȘ) is a program complementary to the mandatory school program, which offers opportunities for formal and non-formal learning, for consolidating skills, remedial learning, and accelerated learning through educational, recreational, and leisure activities, and is addressed to both primary and secondary education students.
The SDS program can take place before or after the mandatory school program (depending on the schedule of each level of study), at the school, if it has the necessary material and human resources to organize this program.
In primary education, the SDS program includes activities with specialized support (supervision and guidance in doing homework, remediation for students with cognitive or emotional difficulties, speech disorders through remedial activities, counseling, speech therapy, activities to encourage independent reading, etc.), workshops / thematic activities, and other recreational activities.
Each school, depending on the target group, constitutes modules of activity packages by combining the activities mentioned above.
In secondary education, the SDS program includes the package of activities for accelerated learning and performance (preparation for participation in competitions and school olympiads, sports contests, artistic events, subject-based competitions, participation/organization of festivals, exhibitions, production of school publications, participation in European cooperation activities), the support activities package (providing psycho-pedagogical assistance for recovering learning gaps, support activities for doing homework, remedial activities, psychological counseling) and the life skills preparation package (organization of personal development activities, activities aimed at developing an active attitude and student involvement, healthy lifestyle, career education, etc.).
The program can be organized modularly, over periods set at the level of the educational unit according to the target group and the identified needs, by combining activity packages oriented towards the development of transferable skills.
The program is carried out in groups of students (maximum 12 students), constituted according to the options and identified needs. The activities are designed, organized, and conducted by teachers from primary and secondary education, counselors, support teachers, librarians, speech therapists, laboratory assistants, pedagogues, coaches, school mediators, volunteers from the school, from empowered institutions and partner organizations.
*The Second Chance Program*
The "Second Chance" program is addressed to adolescents, young people, adults, coming from various social backgrounds and of different ages, who have not attended or have not completed primary and lower secondary education. The program offers these categories of people the possibility to continue and finish compulsory education without being forced to interrupt their possible professional or family activities in which they are involved.
The program is structured on two levels: Second Chance – primary education and Second Chance – lower secondary education – the latter also having a vocational training component.
There is no upper age limit for those who wish to enroll in this program. The condition is that they have exceeded by at least 4 years the age corresponding to the grade and are in the following situations:
For the program Second Chance – primary education:
- have not participated at all in formal - school education;
- have been enrolled, but abandoned primary education – regardless of the time and reasons for dropout;
- have not completed primary education by the age of 14.
For the program Second Chance – lower secondary education:
- have completed compulsory primary education (including in the Second Chance system) but did not continue their education further
or:
- have completed part of the grades corresponding to lower secondary education (V, VI or VII), but abandoned school during this cycle of education – regardless of the time and reasons for dropout.
The Second Chance program is a flexible program, so as to motivate the trainees and to determine them to finish it, to offer more autonomy to schools in implementing it, but also the necessary support to all involved, through training programs for teaching staff and educational materials for trainees and for teachers. Through this program, innovative elements have been introduced in the educational process, such as: modular curriculum and the credit system for basic education, assessment, certification and recognition of previously acquired competences by trainees, providing an individualized training program.
Enrollment in the Second Chance program can be carried out every year, in two sessions: October and February.
The students enrolled in the program may have very different levels and expectations. The new program ensures a transparent offer of modules that students can follow in order to develop competences, following participation in cooperative learning activities, in real contexts and with assignments and topics that meet their interests and needs.
Learning will take place in small groups (8-15 students in each class). Courses can take place according to several timetable options (weekdays in the afternoon or evening, on Saturdays or during school holidays, etc.) depending on the possibilities of the trainees and teaching staff. Hours for individual consultations at the disposal of students are planned.
The program has a flexible duration. The average schooling duration (2 years for primary education, respectively 4 years for lower secondary education) can be shortened for each student, depending on the competences demonstrated, both in basic education and in vocational training.
Graduates have the right to continue their studies, according to the provisions of the law, as follows:
Graduates of the Second Chance Program - primary education may pursue studies in lower secondary education;
Graduates of the Second Chance Program - lower secondary education may pursue studies in upper secondary education (upper secondary school cycle) or may undertake practical training internships, after which they have the possibility to obtain a level 3 Professional Qualification Certificate.

*The procedures and calendar regarding enrollment/re-enrollment in preschool education in the year 2018*
The Ministry of National Education informs that, with the aim of including children aged between 3 and 6 years in preschool education, the following stages will take place, successively, at the level of each educational unit:
- re-enrollment of children who attend kindergarten this school year and wish to attend also in the 2018-2019 school year - will begin on May 7;
- enrollment of newly-coming children will take place starting May 21.
The schedule for re-enrollments and enrollments will be set by the management of the educational unit and will be displayed, in a visible place, in each kindergarten, for the information of parents and interested public, including on its website (if it exists), and possibly on the websites of school inspectorates.
The occupation of available places, after the completion of the re-enrollment process, will be done, as a rule, in descending order of age groups: large group (children aged 5), middle group (children aged 4) and small group (children aged 3). Based on Government Decision no. 1.252/2012 and within the limits of available places, children aged between 2 and 3 years can also be enrolled in the small group.
In the situation where, in an educational unit, the number of enrollment requests is greater than the number of available places, general differentiation criteria and specific differentiation criteria will be applied successively.
The general differentiation criteria are the following:
- the existence of a document proving that a child is orphaned of both parents (the situation of a child coming from an orphanage/a placement center/family placement is assimilated to the situation of a child orphaned of both parents);
- the existence of a document proving that he/she is orphaned of one parent;
- the existence of a brother/sister enrolled in the respective educational unit;
- the existence of a medical certificate attesting the child's disability grade.
The specific differentiation criteria (elaborated by each preschool educational unit, approved by its Board of Administration and endorsed by the County School Inspectorate/of the Municipality of Bucharest until May 18) cannot be discriminatory and cannot include pre-enrollment lists. Also, the specific differentiation criteria will be applied only after the exhaustion of the general criteria.
To ensure the transparency of the re-enrollment/enrollment process, the management of preschool educational units will visibly display, for all those interested, the following information:
- the institution's capacity (number of children it was designed for);
- the number of places approved by the schooling plan for the 2018-2019 school year (by age groups: small, middle, large);
- the general and specific criteria for enrolling children;
- the number of children re-enrolled/enrolled daily (during the set period) out of the total available.
We mention that private preschool educational units also have the obligation to display in a visible place information regarding their status, namely whether they are authorized to operate provisionally or are accredited by the Agency for Quality Assurance in Pre-university Education (ARACIP).

National program "Money for high school"*
The Ministry of Education has been running for over 12 years the national social protection program "High School Money", through which it provides financial support for students in high schools and schools of arts and trades.
For students who wish to obtain this financial support, we have launched the High School Money portal, which, together with the discussion forum dedicated to this national program, represents an efficient information tool.
The beneficiaries are students who are in the care of families whose monthly gross income per family member, achieved in the last 3 months prior to filing the application, is a maximum of 500 lei, as well as students who benefit from a protection measure or are under guardianship or curatorship, provided the above income condition is met.
The documents will be submitted as copies, provided that, when submitting the application, the applicant also presents the original documents.
IMPORTANT!
By adopting Government Decision 712/2018 (available attached), starting with the 2018-2019 school year, each beneficiary will receive monthly, throughout the duration of the courses, provided all the legal conditions are met, the amount of 250 lei/month.
In addition to indexing this amount (from 180 lei/month), the maximum threshold for granting the scholarship was also increased from 150 lei to 500 lei/per family member, given the need to correlate the threshold for granting support with the current economic situation.
Special education*
Special and special integrated education is an integral part of the national Romanian education system and offers all children/pupils/young people educational programs adapted to their degree of impairment and development needs.
It is organized at all levels of pre-university education, depending on the type and degree of disability, as follows: mental, hearing, visual, locomotor, associated.
Inclusive education was adopted in Romania as early as the 1990s by respecting diversity, initiating, and practically achieving access and participation in education and social life for all categories of children. Today, approximately half of the students with disabilities are educated in mainstream education.
The legislation in the field of special education was thus designed to respond to a wide and very varied spectrum of special situations. Taking this reality into account, special, special integrated, and inclusive education was organized at all levels of pre-university education, depending on the type and degree of disability.
Special education institutions for students with sensory impairments apply the mainstream school curriculum. These institutions retain only the structure and organizational form of the special education system, while in content, school training, and specialization they are similar to mainstream schools. Special technological high schools, high school classes, and special post-secondary classes are organized following the mainstream school model (content, profiles, specializations, finalities, objectives and/or competencies). What remains specific to these institutions are the strategies, ways, and teaching/learning methods.
Upon graduation, students of these special education institutions take national exams (tests, baccalaureate or graduation exam) just like all graduates from mainstream education. For them, facilities and adaptations are stipulated in the methodologies for organizing and conducting the exams.
For each student with severe, profound, or associated impairments, a personalized intervention plan is developed with objectives specific to their needs and psycho-individual development possibilities.
Students with special educational needs benefit from adaptations of the examination procedures also in the case of current assessments.
