Procedure regarding the recognition of teaching positions obtained abroad*
Procedure for recognition of the title of doctor and the doctoral diploma in sciences obtained abroad*
Procedure regarding the automatic recognition by the University of Medicine and Pharmacy of Craiova of the title of Doctor of Science and the doctoral diploma obtained at accredited higher education institutions abroad - Implements the regulations of OMECTS no 5923/2016.
General provisions:
1) UMFCV recognizes, according to the legal regulations in force, the doctoral diploma and the title of doctor of science or in a professional field, obtained at:
a) accredited higher education or research and development institutions from a member state of the European Union, the European Economic Area and the Swiss Confederation;
b) accredited higher education or research and development institutions included in the List of prestigious universities from other states, approved by order of the Minister of National Education and Scientific Research, periodically updated;
c) accredited higher education or research and development institutions that are the subject of an international mutual recognition agreement concluded at intergovernmental or interuniversity level.
2) The National Center for Recognition and Equivalence of Diplomas, hereinafter referred to as C.N.R.E.D., recognizes the doctoral diploma and the title of doctor of science or in a professional field, obtained at accredited higher education or research and development institutions abroad, other than those provided for in para. (1).
(3) The University of Medicine and Pharmacy of Craiova may request the CNRED approval regarding the recognition of the title of doctor of science and the doctoral diploma.
(4) UMFCV collaborates permanently with C.N.R.E.D. for the recognition of the diplomas mentioned in para. (1) and transmits a centralized report of recognition requests to C.N.R.E.D., semiannually, if applicable.
(5) Recognition by UMFCV is carried out, based on the institution’s own approved procedure, with the approval of MEN-CNRED, if necessary, for the purposes of enrollment in postgraduate programs, obtaining habilitation, or filling an academic or research position within one of the previously mentioned institutions or units.
Required documents:
The file for the recognition of the doctoral diploma obtained abroad by accredited higher education institutions or public and private law units and institutions included, according to legal norms, in the national research and development system includes:
a) recognition request;
b) identity document — copy and proof of name change — copy and legalized translation (if applicable);
c) doctoral diploma and its legalized translation;
d) notarized declaration taking responsibility that the study document is authentic
e) certificate of authenticity of the study document from the issuing institution.
f) declaration for data processing in accordance with GDPR regulations.
g) other documents, if applicable, brought to the applicant’s knowledge within 10 days from the registration of the application.
The UMFCV Senate may establish the evaluation fee for the file at the UMFCV level.
Request processing period:
The processing period for the recognition file at UMFCV level is 60 days from the submission of the complete file.
Appeal period:
The applicant may file an appeal within 5 days from the date of communication of the result. UMFCV establishes a commission that evaluates the recognition file and issues a decision regarding the recognition request submitted for the purpose of issuing a decision in this regard.
Final documents:
Evaluation commission report for the recognition file. The recognition or non-recognition decision issued by the UMFCV management.
