Methodology regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field obtained abroad by IOSUD-UNMB*

This methodology regulates the recognition by Organizing Institution for Doctoral University Studies – National University of Music Bucharest (IOSUD-UNMB), of the doctoral diploma and the title of doctor in the field of Music, obtained abroad by Romanian citizens, citizens from European Union member states, the European Economic Area, the Swiss Confederation, and by citizens from third states.

IOSUD-UNMB automatically recognizes the doctoral diploma and the title of doctor in the field of Music, obtained at:

a) accredited higher education institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;

b) accredited higher education institutions outside the countries listed under point a), among the most prestigious higher education institutions in the world, according to the provisions of the Minister of Education Order approving the list of prestigious universities from other states.

The recognition of the doctoral diploma and the title of doctor in the field of Music by IOSUD-UNMB is carried out for the purpose of enrollment in postgraduate study programs, obtaining habilitation, occupying a teaching or research position within the university, participating in programs and projects financed by European and international funds, or for other purposes targeting the teaching and research activity within the university.

Methodology regarding the recognition by the National University of Music Bucharest of teaching positions in university education obtained in accredited higher education institutions from abroad*

The National University of Music Bucharest (UNMB) is an accredited institution of higher education, in accordance with legal regulations and, in this capacity, automatically recognizes academic positions in higher education obtained in accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and prestigious higher education institutions in other countries included in the “List of Prestigious Universities from Other Countries,” approved by order of the Minister of Education and updated periodically.

Academic positions obtained at accredited higher education institutions, other than those mentioned above, are recognized only if the applicant meets the standards established by UNMB for holding the respective academic position, as provided in the Competition Methodology for the Filling of Academic and Research Vacancies within UNMB, in force at the date of submission of the file.

The provisions of this methodology apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries.

The recognition by the National University of Music Bucharest of academic positions in higher education obtained in accredited higher education institutions abroad is valid and produces legal effects only at the level of UNMB.

This methodology describes the procedure for recognizing academic positions in higher education obtained in accredited higher education institutions abroad, in compliance with the provisions of current legislation and the decision of the UNMB senate, as the case may be, for the purpose of:

a) conducting teaching activities provided for in the staffing schedules of UNMB (including evaluation) or additional activities with the approval of the UNMB management, including as an associate teaching staff or invited associate teaching staff;

b) participating in competition committees for the filling of academic and research vacancies.

Appointment to a teaching position in the Romanian higher education system is carried out in accordance with the legislation in force.

Methodology regarding the automatic recognition by IOSUD – National University of Music Bucharest of the doctoral supervisor qualification obtained in higher education or research-development institutions abroad*

This Methodology, elaborated in accordance with the provisions of OME no.5956/13.08.2024 for the approval of the Methodology regarding the automatic recognition of the quality of doctoral supervisor obtained in higher education or research-development institutions abroad, establishes the manner in which the automatic recognition is carried out by the Doctoral Studies Organizing Institution – National University of Music Bucharest (IOSUD-UNMB) of the quality of doctoral supervisor obtained in higher education or research-development institutions abroad.

The procedure applies to Romanian citizens, citizens of the member states of the European Union, the European Economic Area, the Swiss Confederation and citizens of third countries, who have acquired the legal right to supervise doctorates in accredited higher education or research-development institutions abroad.

The above-mentioned citizens may obtain the certificate of recognition of habilitation as follows:

a) specialists who have the quality of doctoral supervisor in one of the member states of the European Union or the European Economic Area or in the Swiss Confederation automatically acquire the quality of doctoral supervisor in Romania by recognition and issuance of the habilitation recognition certificate by the doctoral studies organizing institutions;

b) specialists who have the quality of doctoral supervisor in one of the higher education institutions outside the countries provided in item (a), among the most prestigious higher education institutions in the world, according to the provisions of the order of the Minister of Education regarding the approval of the list of prestigious universities from other states, automatically acquire the quality of doctoral supervisor in Romania by recognition and issuance of the habilitation recognition certificate by the doctoral studies organizing institutions;

c) specialists who are doctoral supervisors within institutions abroad, other than those provided in item (a) or (b), acquire the quality of doctoral supervisor in Romania by recognition and issuance of the habilitation recognition certificate by the doctoral studies organizing institutions based on an international convention of mutual recognition.

The exercise of the rights conferred by the quality of doctoral supervisor in the Romanian system of higher education is carried out according to the legal regulations in force.

Recognition of the quality of doctoral supervisor or habilitation by UNMB is valid and produces legal effects only at the level of UNMB.
