Caraș-Severin College of Pharmacists*

Regarding the Current Professional Certificate, we would like to make the following clarifications:

In accordance with the provisions of the Pharmacy Law no. 266/2008 in the consolidated form as published in the Official Gazette no. 448/30.06.2009 Part I, as well as the application regulations published in the Official Gazette no. 538/03.07.2009 Part I, pharmacists who will hold the position of head pharmacist in a pharmaceutical unit (in cases of new pharmaceutical units being grabbing established, as well as the change of the head pharmacist – for those who will take over the position), will address the county colleges to obtain the Current Professional Certificate.

Also, this document is necessary for pharmacists who wish to practice their profession outside the country's borders.

The procedure for preparing and issuing the Current Professional Certificate was established by Decision of the National Council of the Romanian Pharmacists’ College no. 1/2007, decision published in the Official Gazette of Romania Part I no. 324 of 15.05.2007.

We present below the main provisions of Decision no. 1/2007, as follows:

- The Current Professional Certificate will be drawn up by the College of Pharmacists of Romania and issued by the territorial college where the applicant is registered;

- The validity of the Current Professional Certificate is 3 months from the date of issuance;

- Within a maximum of three days from receiving the application speculating the issuance of the Current Professional Certificate, the territorial college shall send to the College of Pharmacists of Romania the specific request form for drafting and issuing the document;

- Within a maximum of 30 days from the receipt of the request, the C.F.R. will draw up the certificate and send it to the territorial college;

- The Current Professional Certificate will be issued by the College of Pharmacists of Romania which will prepare and send it to the territorial college;
- The territorial college will draw up a Register of records – with identifying data of the Current Professional Certificates issued to pharmacists in that county – and will hand them over to the applicants with signature of receipt.

To obtain the Current Professional Certificate, the pharmacist will submit to the territorial college, a file which will consist of the documents annexed below.

Resumption of membership is done based on a request, which the applicant, the pharmacist, submits to the headquarters of the Territorial College, namely the Caras Severin College of Pharmacists, through which they request the resumption of membership starting from a certain date.

In order to proceed with the issuance of a duplicate of the Membership Certificate of the College of Pharmacists of Romania, the applicant must submit the complete documentation at the headquarters of the Caras Severin College of Pharmacists, in accordance with the provisions of Decision no. 4/2004 of the National Council of the College of Pharmacists of Romania.

The membership certificate is granted to pharmacists who, upon making an express request, meet the following conditions: hold an official pharmacy qualification, are not in any of the cases of unworthiness or incompatibility provided by law, are medically fit to practice the profession of pharmacist, have not interrupted the practice of the profession for more than 5 years or have obtained their degree in the last 5 years, have paid the enrollment fee (the fee is paid into the territorial college’s account, amounting to 208 lei for those who enrolled within 1 YEAR of graduation and 235 lei for other applicants).

The transfer note is issued by the college where the pharmacist is registered, based on a request. Before issuing the transfer note, the requesting pharmacist is obliged to pay up to date the membership fee owed to the college from which they wish to leave. The transfer note will be handed, with signature, to the applicant. In the registry of pharmacists (https://portal.tm-c.eu/LstFarma/ColegFarm), the college to which the pharmacist has transferred will be mentioned. If at the college from which the pharmacist is transferring a complaint has been filed against them or a disciplinary investigation has been initiated, the complaint or the disciplinary file will be sent to the college to which the pharmacist is transferring.

The suspension of membership is done when the applicant, the pharmacist, for certain reasons wishes to interrupt their activity for a certain period of time and submits to the headquarters of the territorial College a request for the suspension of their membership. At the time of requesting this suspension, the pharmacist must have paid the membership fee up to the end of the year and fulfill the condition of continuous professional training with a number of 40 EFC hours for that period.

The pharmacist is obliged to inform the Romanian College of Pharmacists within 30 days from the resumption of activity.
