State allowance for children*
The state allowance for children is granted to all children up to the age of 18, without discrimination. The state allowance for children is also granted to young people who have reached the age of 18, who attend high school or vocational education courses, organized according to the law, until their completion, except for those who repeat the school year, except for those who repeat for health reasons, proven with a medical certificate.
Children of foreign citizens and stateless persons who are residents, under the law, in Romania, also benefit from the state allowance for children, if they live together with their parents.
This right can be requested by either of the natural parents of the child, as well as the person who has adopted a child, provided they meet the eligibility criteria.

Granting leave and monthly allowance for child raising*
The allowance for raising children up to 2 years old, or up to 3 years old in the case of a child with a disability, is a form of support to which persons are entitled who, in the last 24 months prior to the child's birth, have earned income for 12 months from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 regarding the Fiscal Code, as subsequently amended and supplemented – income subject to tax, or have been in one or more of the situations called assimilated periods. Any of the child's biological parents, as well as the person who has adopted a child, may benefit from this right, provided that the eligibility criteria are met.

Granting social assistance*
Social assistance is granted monthly, to supplement the net monthly income of the family or single person, to ensure the guaranteed minimum income. The payment of social assistance is provided by the Gorj County Agency for Payments and Social Inspection, from the budget of the Ministry of Labor and Social Justice.
For the amounts granted as social assistance, one of the able-bodied adult persons in the family must perform, monthly, actions or works of local interest, for all family members, without exceeding the normal working hours; failure to fulfill this obligation leads to the suspension of social assistance, and if this obligation is not fulfilled within 3 months from the suspension, the payment of social assistance ceases.

Granting of allowance for family support*
The family support allowance was established as a form of support for families/single persons with low income who are raising and caring for children up to 18 years old, if they have a monthly net income per family member of up to 530 lei.
Families who have school-age children in their care benefit from the allowance provided that the children attend, without interruption, the courses of an educational form organized according to the law, except for those who interrupt them for medical reasons, and do not have unexcused absences during a semester that would result in their conduct grade dropping below 8. If one of the children, for reasons other than medical, does not attend, without interruption, the courses of an educational form organized according to the law, that child is taken into account when determining the average monthly net income of the family, but is excluded from the number of children considered for the allowance, and the allowance will be granted according to the number of children who meet the conditions provided by law.

Granting the monthly allowance to persons with severe disabilities*
Persons classified as having a severe disability with a personal assistant are entitled to have a personal assistant employed by the local public authorities or to receive a monthly allowance if they waive the employment of a personal assistant. In order to benefit from the monthly allowance, the applicant must have domicile or residence in the city of Targu Carbunesti.

Granting educational incentive in the form of social vouchers for kindergarten*
Following the entry into force of Law no. 248/2015 regarding the stimulation of participation in preschool education of children from disadvantaged families, the educational incentive is established, in the form of social vouchers worth 50 lei per month.
Children from disadvantaged families benefit from the educational incentive in the form of social vouchers for kindergarten, if they cumulatively meet the following criteria:
a. the child is enrolled in a preschool education unit;
b. the monthly income per family member is up to twice the level of the guaranteed minimum income for a single person provided by Law 416/2001 regarding the guaranteed minimum income, with subsequent amendments and completions, respectively 284 lei/person.

Granting insertion incentive*
PEligible persons (have earned, for 12 months out of the 2 years prior to the child's birth, income from salaries, income from independent activities, income from agricultural activities, or have been in one or more of the situations called assimilated periods) who, during the period they are entitled to benefit from parental leave, earn taxable income, are entitled to an insertion incentive in the amount of 50% of the minimum monthly child raising allowance.
For persons who earn taxable income at least 60 days before the child reaches the age of 2 years, or 3 years in the case of a child with disabilities, the granting of the insertion incentive is made until the child reaches the age of 3 years, or 4 years in the case of a child with disabilities.
Either of the biological parents of the child can benefit from this right, as well as the person who has adopted a child, provided they meet the eligibility criteria.
