I. The non-member address is issued by the Romanian College of Physicians (CMR) for doctors who are not and have never been members of the College.This document proves that the applicant doctor is not a member of the Romanian College of Physicians and does not specify whether the applicant has had disciplinary sanctions or not, such mentions being made in the Current Professional Certificate, which is issued by the territorial colleges to CMR members or those who have been CMR membersThe request for this document can be sent:

- by email to: office@cmr.ro,

- in person at the headquarters of the Romanian College of Physicians or

- by post or courier to the address: Strada Pictor Alexandru Romano no. 14, postal code 023965, Sector 2, Bucharest, Romania.

II. The non-member address is issued based on the following documents:

- standard application

- copy of the identity document (valid) and if applicable, copy of the identity document of the proxy together with the notarial power of attorney;

- proof of payment of the issuance fee in the amount of 300 lei.

III. The issuance term is:

- 30 calendar days from the date of submission of the complete file
- 5 working days from the date of submission of the complete file, with payment of an emergency supplementary fee in the amount of 100 lei (Total fee = 400 lei)

IV. The document is issued:

- in person (with identity document) or if applicable through proxy (with identity document and notarial power of attorney) – at the headquarters of the Romanian College of Physicians

- by post with acknowledgement of receipt in the name of the applicant or if applicable in the name of the proxy with power of attorney (service valid only abroad), to the postal address mentioned in the application and it is necessary to send the proof of payment of the 50 lei fee in the C.M.R. account

- by express courier in the name of the applicant or proxy with power of attorney, to the address mentioned in the application. You must also communicate your phone number! This service is valid only on Romanian territory and is made with payment upon delivery

- scanned via email

NB: In case of re-sending by post or courier (if the document was not received due to the recipient's fault), an additional fee of 50 lei is paid.

The issuance of the non-member address takes place in accordance with the provisions of CMR Decision No. 17/2022, regarding the approval of certain fees for the issuance of documents requested by persons who do not have the status of member of the Romanian College of Physicians.

For the attention of the Visa Department

The issuance of the Temporary Practice Permit on the territory of Romania necessary for the conduct of temporary/occasional medical activity by foreign doctors who are citizens of European Union countries, the European Economic Area and the Swiss Confederation, takes place in accordance withLaw no. 95/2006 regarding reform in the field of health with amendments and subsequent additions, and with Decision no. 23/2023 of the National Council of the College of Physicians of Romania concerning the issuance of the temporary/occasional practice permit for the profession for foreign doctors from the European Union, the European Economic Area and the Swiss Confederation on the basis of the permit issued for this purpose by the College of Physicians of Romania.

The permit is issued by the College of Physicians of Romania through the Approvals Department, on the basis of the following documents:

a) standard application for the issuance of the permit, stating the duration of activity, the temporary or occasional character, the place where these activities will take place, the insurance area or other means of individual or collective protection regarding professional liability from which the applicant benefits in the member state of establishment;

b) photocopy of the citizenship document - ID card or valid passport;

c) photocopy of the marriage certificate or any other relevant document in the event of a name change, if different names appear on the documents;

d) photocopy of diplomas, certificates, or other medical titles provided by law or EU standards for the practice of medical activity;

e) a certificate from the competent authorities of the member state of establishment attesting that the holder has not suffered temporary or definitive suspensions from practicing the profession or final criminal convictions. The document is valid for 3 months from the date of issue;

f) a sworn statement regarding knowledge of the Romanian language, necessary for the temporary practice of the profession in Romania, or a photocopy of the language certificate/attestation issued by organizations recognized by the Ministry of Education, certified as a true copy by the applicant. Exceptionally, this certificate or attestation is not required for the occasional practice of the activity within mixed teams;

g) proof of payment of the amount of 1,200 lei, representing the file analysis fee. In case of taking the aptitude test provided in art. 5 alin. (3) of Decision no.23/2023 the cost required for the operation of the examination committee, supported by the applicant, is an amount equivalent in lei to 1,000 euros. The organization of the aptitude test will take place after payment is made.

For humanitarian and volunteer actions, these fees are not charged.

The documents listed at b), c), and d) will be accompanied by an authorized translation into Romanian, performed by an authorized translator, and

The documents listed at e) will be accompanied by a notarized translation into Romanian, performed by an authorized translator.

The documents based on which the Temporary Practice Permit will be issued are to be:

- submitted in person or by representative to the secretariat of the College of Physicians of Romania (the representative will submit special notarial power of attorney or lawyer’s authorization), or

- sent by post/courier or

- sent via the Single Electronic Contact Point.

Within 30 calendar days from the date of submission of the documentation provided at paragraph (1), the permit for exercising the profession or the decision to perform a verification of professional qualifications, considering that they do not meet the criteria for automatic recognition, will be communicated to the doctor.

The issued permit will be communicated to the applicant doctor, and a photocopy will be sent to the territorial college of the county where he/she is to carry out the activity and a copy will be added to the applicant’s file.

After obtaining the permit, the doctor providing the service is required to inform in advance the National Health Insurance House about the services he/she is going to provide on the territory of Romania, and in case of emergency, within a maximum of 7 days from their provision.
