OPERATIONAL PROCEDURE regarding the RECRUITMENT, TRAINING AND CERTIFICATION OF PROFESSIONAL MATERNAL ASSISTANTS*
Case management department for children in family-type services – AMP ensures the protection of the child who requires the establishment of a protection measure that involves the upbringing, care, and education of the child by a professional maternal assistant, at their home. Professional maternal assistant (AMP)- an individual, certified, who provides through their activity at their home the upbringing, care, and education necessary for the harmonious development of the children they receive in placement or entrustment.
People residing in the territorial area of Suceava county, graduates of vocational school or high school, interested in becoming a maternal assistant, submit to the General Directorate of Social Assistance and Child Protection Suceava an assessment request of their capacity, accompanied by the documents mentioned below.
Certificate- the document issued by the Commission for Child Protection, in accordance with the provisions of Ordinance no. 27/2024. The certificate is issued for an indefinite period and is validated by the CPC every two years.
Placement - the special temporary protection measure, ordered under the conditions of the law
*OPERATIONAL PROCEDURE regarding the registration of appeals filed against the Certificates of classification in the degree of disability for adults, their transmission to the Superior Commission for the Evaluation of Adults with Disabilities, and submission*
The Adult Residential Service and the Specialized Commissions - Specialized Commissions Department drafts and issues certificates for disability classification for adults, after their approval in the meetings of the Commission for the Evaluation of Adults with Disabilities Suceava.
Appeals formulated against these certificates of disability classification are submitted to the secretariat of the commission for the evaluation of persons with disabilities (Adult Residential Service and Specialized Commissions Department - Specialized Commissions Department, within D.G.A.S.P.C. Suceava) or to the A.N.P.D.P.D registry and may be appealed by its holder, within 30 calendar days from the date of notification, to the Superior Commission for the Evaluation of Adults with Disabilities.
In the event of the appeal being registered at the secretariat of the Commission for the Evaluation of Persons with Disabilities Suceava, SRACS - CCS transmits to the Superior Commission, within 5 working days from registration, the appeal, proof of communication of the disability classification certificate, and the person's file.
In the event of the appeal being registered at the Authority's registry, the secretariat of the Superior Commission takes it and registers it in its Correspondence Register and requests within 5 working days the file of the person from the Commission for the Evaluation of Persons with Disabilities Suceava. C.E.P.A.H. Suceava, through its secretariat, is obliged to send the documents to the S.C. within 3 working days from the request.
*OPERATIONAL PROCEDURE regarding TERMINATION OF CARE IN FAMILY-TYPE SERVICES*
The purpose of the operational procedure is to establish and describe the steps that must be followed, the working methods and the rules to be applied, as well as the responsibilities of the persons involved in carrying pipeline termination process within the Case Management Department for children in family-type services
Placing the child with the Professional Foster Carer is a special protection measure with a temporary character established for the child separated from his/her parents' care, through which the material and moral conditions necessary for his/her harmonious development are ensured.
Termination of care for children with a professional foster carer is done only with their prior preparation and under the conditions provided by law. In this regard, the Service specialists, in collaboration with other specialists, provide specialist services: counselling, information, support, preparation of children/young people regarding the termination of services provided to children in placement;
Termination of the special protection measure with the professional foster carer occurs in the following cases:
1.Reintegration of the child into the natural family;
2.The young man/woman who has reached the age of 18 and is no longer in any form of education;
3.At the request of the young man/woman who has reached the age of 18, follows a full-time form of education, but no longer wishes to maintain the special protection measure;
4.The young man/woman who has reached the age of 26;
5.The death of the child has occurred;
6.Transfer to another social service;
7.Adoption;
8.Marriage;
*OPERATIONAL PROCEDURE regarding the admission of adults with disabilities, with domicile/residence in Suceava county or with domicile in other counties, into residential or day social services subordinated to D.G.A.S.P.C. Suceava*
Admission criteria for adults with disabilities in social services are as follows:
- admission to the public residential center is carried out only with the consent of the adult with disabilities, expressed in any form, in compliance with the principle of Choice and control of person-centered planning and only to the extent that the services provided correspond to their needs;
- admission is carried out in the public residential center closest to the domicile/residence of the adult with disabilities and which ensures the highest possible level of autonomy in exercising rights and obligations;
- admission is carried out only for a period of up to 24 months, depending on the type of service offered, following which the beneficiary will be deinstitutionalized according to the provisions of Law no. 7/2023, respectively the Guide on accelerating the deinstitutionalization process, provided in annex no. 2 to the National Strategy on preventing the institutionalization of adults with disabilities and accelerating the deinstitutionalization process, for the period 2022 - 2030, approved by Government Decision no. 1.543/2022, in the locality of domicile or residence, at the request or with the consent of the person with disabilities;
- admission is carried out on the vacant places in public residential centers, except for those provided in art. 5, within the limit of 5% per year, of the total number of beneficiaries who will be deinstitutionalized by June 30, 2026, according to the order of the president of the National Authority for the Protection of the Rights of Persons with Disabilities establishing the objectives associated with key performance indicators, planned at the level of each county/sector of Bucharest Municipality.
*Operational procedure regarding Case identification, registration and initial assessment*
The purpose of the procedure
The procedure establishes the method of organizing and conducting the evaluation and intervention activities in cases of abuse, neglect, parental alienation, exploitation through labor, as well as the taking over and evaluation of cases of domestic violence reported by the beneficiary and/or other physical/legal persons; counselling/information/orientation of victims and/or perpetrators, in collaboration with competent institutions in this field towards specialized services; providing psycho-emotional support to victims of domestic violence.
All reports are registered in the computerized case monitoring system, bear the visa of the general director, the deputy general director for social protection, and are assigned to the head of service who forwards them to the employee who registers them in the service database and subsequently they are assigned to the case managers for the purpose of initial evaluation of the reported situation.
The taking over/registration of cases/reports is done at the institution’s general registry, including phone reporting sheets/self-reports
