In accordance with Law 278/2015, the Order of General Nurses, Midwives, and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and nurse in other EU Member States.

The activities of attesting Romanian qualification titles of general nurse, midwife, and nurse in other EU Member States consist of preparing and issuing documents, hereinafter referred to as attestation documents, used by the authorities of other EU member states, states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. Where applicable, attestation documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted via PCUe to the county branch/the Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT obtained the status of a member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days of the notification, the applicant is obliged to complete the file with all the required documents. If the applicant does not respect the completion term, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the specialized structure of National OAMGMAMR. Within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
