Recognition of preuniversity study documents for european countries citizens to facilitate the access to labour market in Romania, for study documents issued in Romanian, English, French, Spanish or Italian language, regulated professions
Recognition of preuniversity studies for citizens of the EU, EEA Member States and of the Swiss Confederation, their family members, holders of a long term CE residence permit and refugees, in order to access the work market, for study documents issued in Romanian, English, French, Spanish or Italian language. The recognition procedure shall apply exclusively to diplomas obtained outside the community area by the abovementioned citizens who give access to one of the regulated professions in Romania. Requests are sent from accounts accessed via ROeID, eIDAS, Qualified Digital Certificate or ghiseul.ro. Files submitted through accounts accessed through eDirect are not processed. Authentication of study documents 1. Diplomas from Moldova do not need any form of authentication. Diplomas issued before 2008 (and diplomas issued after 2008 which cannot be verified on line) shall be accompanied by a Certificate of Authenticity from the Ministry of Education of Moldova which shall be submitted in original. 2. The Hague Apostille is requested for diplomas from countries which are parties to the Hague Apostille , issued by the competent authorities in the issuing countries. The Hague Apostille is requested for diplomas from Italy, Greece, Spain, Portugal and Cyprus. 3. Diplomas issued in countries which are not parties to the Hague Apostille Convention shall be authenticated or accompanied by an authentication certificate from by the competent authorities in the issuing countries; • Legalization/Authentication is done by the Ministry of Foreign Affairs from the issuing country, the Embassy/Consular Office of Romania in the issuing country and the Romanian Ministry of Foreign Affairs or by the Ministry of Foreign Affairs in the issuing country, the issuing country’s Embassy/Consular Office in Romania and the Romanian Ministry of Foreign Affairs; for countries where Romania does not have a diplomatic mission or countries which do not have diplomatic missions in Romania, the study documents shall be legalized by the Ministry of Education and the Ministry of Foreign Affairs from the issuing country; • Legalization/Authentication exemption is allowed under the law of an international treaty to which Romania is party or on a reciprocity basis. Equivalence of short-cycle university studies and bachelor’s degrees, for the documents issued in other languages than Romanian, English, French, Spanish or Italian language The equivalence procedure applies exclusively to diplomas giving access to one of the regulated professions in Romania, obtained outside the community area by Romanian citizens. For sectoral professions - physician, dentist, pharmacist, general care nurse, midwife, veterinary surgeon and architect - as well as for other regulated professions and mentioned in Law no. 200/2004, as amended and supplemented, bachelor's degrees obtained in the Member States of the European Union, the European Economic Area and the Swiss Confederation shall be equated with the appropriate competent authorities. The files submitted under this procedure will contain all the necessary documents as presented on the CNRED web pages, according to the holder's citizenship and the level of the diploma to be recognized. All applications will be accompanied by a Forwarding Note electronically signed by a representative of the institution.

Equivalence of short-cycle university studies and bachelor’s degrees, for the documents issued in Romanian, English, French, Spanish or Italian language The equivalence procedure applies exclusively to diplomas giving access to one of the regulated professions in Romania, obtained outside the community area by Romanian citizens. For sectoral professions - physician, dentist, pharmacist, general care nurse, midwife, veterinary surgeon and architect - as well as for other regulated professions and mentioned in Law no. 200/2004, as amended and supplemented, bachelor's degrees obtained in the Member States of the European Union, the European Economic Area and the Swiss Confederation shall be equated with the appropriate competent authorities. Authentication of education documents to be used abroad
The authentication procedure involves verifying and certifying the authenticity and the legality of an education document and its contents. This procedure is only applicable in relation to those states which require, on the basis of reciprocity, either the Hague Apostille or superlegalization. We recommend that you contact the competent authorities of the destination country involved in the recognition of education. These institutions contact details may be found on the ENIC-NARIC websites maintained by the network of National Centres for the Recognition and Equivalence of Diplomas. The higher education documents subject to authentication are as follows: 1. Study documents issued by the accredited higher education institutions in Romania, 2. Authentication of documents of studies subject to recognition / equivalence 1. for the diplomas in the Republic of Moldova there is no need for apostille or over-legalization. Accredited higher education institutions, public and private law units and institutions included, according to the legal regulations, in the national research and development system shall recognize the doctoral degree and the doctoral title in science or in a professional field obtained at accredited higher education institutions abroad for the purposes of enrolment in postgraduate study programs, obtaining a habilitation, taking up a teaching or research position within the institution, participating in programs and projects financed by European and international funds or for other purposes related to teaching and research activity within these institutions.
CNRED recognizes, for purposes other than those stipulated above, doctoral degrees obtained at accredited higher education institutions abroad.

CNRED recognizes, for purposes other than those stipulated above, doctoral degrees obtained at accredited higher education institutions abroad.
Authentication of study documents
1. Doctoral degrees from the Republic of Moldova will be accompanied by the Certificate of authenticity issued by the National Agency for Quality Assurance in Education and Research (ANACEC), in copy, diploma will be verified through ENIC NARIC.
2. The Hague Apostille is requested for diplomas from countries which are parties to the Hague Apostille, issued by the competent authorities in the issuing countries. The Hague Apostille is requested for diplomas from Italy, Greece, Spain, Portugal and Cyprus.
3. Diplomas issued in countries which are not parties to the Hague Apostille Convention shall be authenticated or accompanied by an authentication certificate from by the competent authorities in the issuing countries;
• Legalization/Authentication is done by the Ministry of Foreign Affairs from the issuing country, the Embassy/Consular Office of Romania in the issuing country and the Romanian Ministry of Foreign Affairs or by the Ministry of Foreign Affairs in the issuing country, the issuing country’s Embassy/Consular Office in Romania and the Romanian Ministry of Foreign Affairs; for countries where Romania does not have a diplomatic mission or countries which do not have diplomatic missions in Romania, the study documents shall be legalized by the Ministry of Education and the Ministry of Foreign Affairs from the issuing country;
• Legalization/Authentication exemption is allowed under the law of an international treaty to which Romania is party or on a reciprocity basis.

The decision of the CNRED may be contested once, within 60 days of its communication, by a reasoned request submitted to the Registrar’s Office of the Ministry of Education.
The CNRED shall give a decision on the requested within 60 working days. The deadline may be extended if the evaluation is carried out by the CNATDCU or in any other justified cases, the applicant being informed thereof.
