In accordance with Law 278/2015, the Order of Generalist Nurses, Midwives and Nurses of Romania, as the competent authority, draws up and issues the documents (certificates, etc.) necessary for the recognition for professional purposes of the Romanian qualification titles of generalist nurse, midwife, and nurse, in the other EU Member States.

The activities for attesting the Romanian qualification titles of generalist nurse, midwife, and nurse, in the other EU Member States, consist in drawing up and issuing documents, hereinafter referred to as attestation documents, used by the authorities of the other EU Member States, States belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of fully professional qualifications, as amended and supplemented. As the case may be, the attestation documents are certificates or recommendations.

Online requests for issuing the documents necessary for the recognition for professional purposes of the above-mentioned Romanian titles, accompanied by the corresponding documents, are sent through PCUe to the county branch/ of the Municipality of Bucharest of OAMGMAMR, where the applicant is a member. In the event the applicant has NOT acquired the status of OAMGMAMR member, the request is submitted online through PCUe to the OAMGMAMR branch for the jurisdiction where they reside.

In the situation where the applicant does not attach all the required documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not meet the deadline for completion, upon its expiry, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be drawn up at the level of the specialty structure of the OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to applicants through the PCUe by the county branch of the OAMGMAMR where they have submitted the electronic file.
