Electronic issuance of the tax attestation certificate for natural persons who own immovable property*

The procedure is addressed to individuals who own real estate and have a qualified certificate with extended electronic signature and who request the issuance of the fiscal certification certificate. The fiscal certification certificate is issued by the Local Fiscal Directorate Sibiu at the request of taxpayers based on an application for the issuance of the fiscal certificate, completed and signed with an extended electronic signature or at the request of public authorities in the cases and under the conditions provided by the legal regulations in force, as well as at the request of the public notary, according to the delegation given by the taxpayer.

In the case of transferring ownership rights over buildings, land, and vehicles, the fiscal certificate must certify the payment of all fiscal obligations owed to the local public administration authority in whose area the asset being transferred is fiscally registered. For the asset being transferred, the owner must pay the tax owed for the year in which the asset is transferred. The certificate can be presented by the taxpayer, in original or in legalized copy, to any requester.


Other information

- for the issuance of the certificate in no more than 2 days, a special fee of 3 lei must be paid to account RO70TREZ57621360206XXXXX Trezoreria Sibiu CF 4270740.

If the fiscal certificate is requested by the public notary, they are required to attach the delegation given by the taxpayer (electronically signed).

After registering the application for the issuance of the fiscal certificate, you will receive an email with the amounts owed which can be paid on the Sibiu City Hall Portal - https//extranet.sibiu.ro/default.aspx (by authentication) or on the Portal www.ghiseul.ro (by authentication or without authentication). After making the payment, please send proof of payment.

Electronic fiscal certification certificates will bear the digital signature of the division head. The original document is the electronic one. It can be printed and presented on paper, but the validity of the document is proven by presenting it in electronic format. Any modification of the electronic fiscal certification certificates leads to the loss of their validity.

The digitally signed electronic document is under the protection of Law no. 455/2001 regarding electronic signature and will have the same effects as the document in authentic form.

The tax attestation certificate is issued by the Sibiu Local Fiscal Directorate at the request of taxpayers based on an application for the issuance of the tax certificate, completed and signed with an extended electronic signature or at the request of public authorities in the cases and under the conditions provided by the legal regulations in force, as well as at the request of the public notary, according to the delegation given by the taxpayer.

In the case of simle of ownership rights over buildings, lands, and means of transport, the tax certificate must attest the payment of all tax payment obligations due to the local public administration authority in whose jurisdiction the asset to be transferred is fiscally registered. For the asset to be transferred, the owner of the asset must pay the tax due for the year in which the asset is transferred. The certificate can be presented by the taxpayer, in original or in a certified copy, to any applicant.

Other information:

- for issuance of the certificate within 2 days a special fee of 3 lei is paid into account RO70TREZ57621360206XXXXX Trezoreria Sibiu CF 4270740.

In last the request for the tax certificate is made by the public notary, he/she is required to also attach the delegation given by the taxpayer (electronically signed).

If the applicant is a person other than the associate or administrator of the company, the consent given by the legal person who owns the real estate or movable property (electronically signed) must also be attached.

After registering the application for the issuance of the tax certificate you will receive an e-mail with the amounts due, which can be paid on the Sibiu City Hall Portal - https//extranet.sibiu.ro/default.aspx (by authentication chance again) or on the Portal www.ghiseul.ro (by authentication or without authentication). After making the payment, please send proof of payment.

Electronic tax attestation certificates will bear the digital signature of the head of the directorate. The original document is the one in electronic format. It can be printed and presented on paper, but the validity of the document is proven by presenting it in electronic format. Any modification of convictions certificates in electronic format leads to loss of its validity.

The electronically signed document is protected under note Law no. 455/2001 on the electronic signature and will have the same effects as the authentic act.

Settlement of the tax on shows in the case of artistic events, sports competitions or other entertainment activities*

The settlement statement regarding the determination of the tax on shows, in the case of artistic events, sports competitions, or other entertainment activities.


In case the organizer of shows is represented by a person other than its legal representative, a power of attorney for the person designated by the organizer to represent the taxpayer for the purpose of submitting the request for registration of subscriptions/entrance tickets to shows and the settlement statement regarding the situation of tickets/subscriptions sold as well as the record of cancellation of the series of unsold tickets or subscriptions must be obligatorily attached.

Issuing the Urbanism Certificate*

The procedure regulates all operations leading to the issuance of the urban planning certificate, which aims at preparing the documentation for authorizing the execution of construction works, for awarding the design of public works by auction in the feasibility study phase, for lawsuits in court and notarial operations regarding real estate circulation, the establishment of an easement in relation to the applicant's request (beneficiary/investor), and in accordance with the provisions of Order no. 839 dated October 12, 2009 for the approval of the Methodological Norms for the application of Law no. 50/1991 regarding the authorization of construction works, updated to the present date.

In situations where you wish to issue the urban planning certificate for cadastral operations, please attach the site plan in STEREO 70 coordinates (for consolidation/splitting operations). The formats accepted by the Sibiu Municipality are .dxf, .dwg or .shp.

After registering the request for the issuance of the urban planning certificate you will receive an email with the owed amounts, which can be paid on the Sibiu Municipality Portal - https://e-administratie.sibiu.ro/cmsSE/ (by authentication) or on the Portal www.ghiseul.ro (by authentication or without authentication). Extension of Urbanism Certificate*

The procedure regulates all the operations leading to the extension of the urbanism certificate, which aims to extend the validity of the Urbanism Certificate in relation to the applicant’s (beneficiary/investor) request and in accordance with Order no. 839 of October 12, 2009 for the approval of the Methodological Norms for the application of Law no. 50/1991 regarding the authorization of construction works, updated to date.

The procedure is addressed to legal entities that own real estate properties and have a qualified certificate with extended electronic signature, and who request the issuance of the tax attestation certificate. The tax attestation certificate is issued by the Sibiu Local Fiscal Directorate at the request of taxpayers based on an application for the issuance of the tax certificate, completed and signed with extended electronic signature or at the request of public authorities in the cases and under the conditions provided by the legal regulations in force, as well as at the request of a public notary, according to the delegation given by the taxpayer.

In the case of the transfer of ownership rights over buildings, land and vehicles, the tax certificate must attest the payment of all tax obligations due to the local public administration authority in whose jurisdiction the property to be transferred is fiscally registered. For the property to be transferred, the owner must pay the tax due for the year in which the property is transferred. The certificate can be presented by the taxpayer, in original or notarized copy, to any requester.

Other information:

- for the urgent issue of the certificate, on the day the application is submitted, a special fee of 16 lei must be paid into account RO70TREZ57621360206XXXXX Trezoreria Sibiu CF 4270740. The submission of the application for the certificate and the proof of payment must be made by 12:00 in order for it to be issued on the same day.
If the tax certificate is requested by the public notary, they are obliged to attach the delegation given by the taxpayer (electronically signed).

If the applicant is a different person than the partner or administrator of the company, the consent of the legal entity owner of the real estate or movable property must also be attached (electronically signed).

After registering the application for the issuance of the tax certificate, you will receive an email with the amounts due, which can be paid on the Sibiu City Hall Portal - https//extranet.sibiu.ro/default.aspx (by authentication) or on the Portal www.ghiseul.ro (by authentication or without authentication). After making the payment, please send the proof of payment.
