The national program Money for high school*

The Ministry of Education has been running the national social protection program "Bani de liceu" for over 12 years, through which it provides financial support for students in high schools and schools of arts and crafts.

For students who wish to obtain this financial support, we have launched the Bani de liceu portal, which, together with the discussion forum dedicated to this national program, represents an efficient means of information.

Beneficiaries are students who are supported by families whose gross monthly income per family member, earned in the last 3 months prior to submitting the application, is a maximum of 500 lei, as well as students who benefit from a protection measure or are under guardianship or trusteeship, provided the above-mentioned income condition is met.

The documents shall be submitted as copies, provided that, at the time of submitting the application, the applicant also presents the original documents.

IMPORTANT!

By adopting Government Decision 712/2018 (attached and available), starting with the 2018-2019 school year, each beneficiary will receive monthly, for the entire duration of the courses, if all the legal conditions are met, the amount of 250 lei/month.
In addition to indexing this amount (from 180 lei/month), the maximum threshold value for granting the scholarship was also increased from 150 lei to 500 lei/family member, given the necessity to correlate the support granting threshold with the current economic situation.

The procedures and calendar regarding enrollment/re-enrollment in preschool education in the year 2018*

The Ministry of National Education informs that, in order to enroll children aged between 3 and 6 years in preschool education, the following stages will take place successively at the level of each educational unit:

  • re-enrollment of children who are attending kindergarten this school year and wish to attend in the 2018-2019 school year as well - will begin on May 7;
  • enrollment of new children will take place starting May 21.

The schedule for re-enrollments and enrollments will be set by the management of the educational unit and will be displayed, in a visible place, in each kindergarten, for the information of parents and other interested parties, including on its website (if available), and possibly on the school inspectorate websites.

Filling the available places, after the re-enrollment process is completed, will generally be done in descending order of age groups, as follows: large group (5 year-old children), middle group (4 year-old children) and small group (3 year-old children). Based on Government Decision no. 1.252/2012 and within the available places, children aged between 2 and 3 can also be enrolled in the small group.

In the event that, in an educational unit, the number of enrollment requests exceeds the number of available places, general selection criteria and specific selection criteria will be applied successively.

The general selection criteria are as follows:

  • the existence of a document proving that a child is orphaned by both parents (the situation of a child coming from an orphanage/a placement center/foster care is considered similar to the situation of a child orphaned by both parents);
  • the existence of a document proving that the child is orphaned by one parent;
  • the existence of a brother/sister enrolled in the respective educational unit;
  • the existence of a medical certificate attesting the child’s degree of disability.

The specific selection criteria (developed by each preschool educational unit, approved by its Board of Administration and endorsed by the County School Inspectorate/of Bucharest Municipality by May 18) cannot be discriminatory and cannot include pre-enrollment lists. Also, specific selection criteria will be applied only after the general criteria are exhausted.

To ensure transparency of the re-enrollment/enrollment process, the management of the preschool educational units will display, in a visible place, for all those interested, the following information:

  • the institution’s capacity (number of children for which it was designed);
  • the number of places approved through the schooling plan for the 2018-2019 school year (by age groups: small, middle, large);
  • the general and specific criteria for children’s enrollment;
  • the number of children re-enrolled/enrolled daily (during the established period) out of the total available.

We mention that private preschool education units are also obliged to display, in a visible place, information regarding their status, namely whether they are authorized to operate provisionally or are accredited by the Agency for Quality Assurance in Pre-university Education (ARACIP).

The program offers these categories of people the possibility to continue and complete compulsory education without having to interrupt any professional or family activities in which they are involved.

The program is structured on two levels: Second Chance – primary education, and Second Chance – lower secondary education – the latter also having a vocational training component.

There is no upper age limit for those who wish to enroll in this program. The condition is that they have exceeded by at least 4 years the age corresponding to the grade and are in the following situations:

For the Second Chance – primary education program:

  • have not participated at all in formal school education;

Through the program, innovative elements have been introduced in the educational process, such as: modular curriculum and credit system for basic education, evaluation, certification and recognition of skills previously acquired by students, provision of an individualized training program.

Enrollment in the Second Chance program can be done each year in two sessions: October and February.

Students enrolled in the program can have very different levels and expectations. The new program ensures a transparent offer of modules that students can attend to develop competencies, as a result of participating in cooperative learning activities, in real contexts and with tasks and subjects that meet their interests and needs.

Learning will take place in small groups (8-15 students in each class). Courses can take place according to several schedule variants (in the afternoons or evenings during the week, on Saturdays, or during school holidays, etc.) depending on the possibilities of students and teachers. Hours for individual consultations are planned, available to students.

The program has a flexible duration. The average schooling period (2 years for primary education, and 4 years for lower secondary education) can be shortened for each student, depending on proven competencies, both in basic education and vocational training.

Graduates have the right to continue their studies according to legal provisions, as follows:

Graduates of the Second Chance Program – primary education can continue studies in lower secondary education;

Graduates of the Second Chance Program – lower secondary education can continue studies in upper secondary education (upper cycle of high school) or can complete practical training stages, through which they can also obtain a level 3 professional qualification certificate.

For young people in the program, the graduation certificate will not represent just a personal success, but the chance of another tomorrow.

The School after school program*

The "School after School" (SDS) program is a complementary program to the compulsory school curriculum, offering opportunities for formal and non-formal learning, for consolidating competencies, remedial learning, and accelerating learning through educational, recreational, and leisure activities, and is addressed to both primary and secondary school students.

The SDS program can take place before or after the compulsory school schedule (depending on the timetable of each level of study), at school, if it has the necessary material and human resources to organize this program.

In primary education, the SDS program includes activities with specialized support (supervision and guidance in doing homework, recovery for students with cognitive or emotional difficulties, speech disorders through remedial activities, counseling, speech therapy, activities to encourage independent reading, etc.), workshops/thematic activities, and other recreational activities.

Each school, depending on the target group, creates modules of activity packages by combining the activities mentioned above.

In secondary education, the SDS program includes a package of activities for learning acceleration and performance (preparation for participation in competitions and school olympiads, sports, artistic, and subject-based contests, participation/organization of festivals, exhibitions, creation of school publications, participation in European cooperation activities), the support activity package (providing psycho-pedagogical assistance for making up learning gaps, support activities for doing homework, remedial activities, psychological counseling) and the life skills preparation package (organizing personal development activities, activities aimed at developing an active attitude and student involvement, healthy lifestyle, career education, etc.).

The program can be organized modularly, in time units established at the level of the educational institution according to the target group and identified needs, by combining activity packages oriented towards the development of transferable competences.

The program takes place in groups of students (maximum 12 students), formed based on identified options and needs. Activities are designed, organized, and supported by teachers from primary and secondary education, counselors, support teachers, librarians, speech therapists, laboratory assistants, pedagogues, coaches, school mediators, volunteers from the school, and from authorized partner institutions and organizations.

Special education*

Special and special integrated education is an integral part of the Romanian national education system and offers all children/pupils/young people educational programs adapted to their degree of disability and development needs.

It is organized at all levels of pre-university education, depending on the type and degree of disability, as follows: mental, hearing, visual, motor, associated.

Inclusive education was adopted in Romania since the 1990s by respecting diversity, initiating and practically implementing access and participation in education and social life for all categories of children. Today, about half of students with disabilities are educated in mainstream education.

The legislation in the field of special education has been designed to respond to a wide and very varied spectrum of special situations. Taking this reality into account, special, special integrated, and inclusive education has been organized at all levels of pre-university education, according to the type and degree of disability.

Special education units for students with sensory impairments apply the mainstream school curriculum. These units retain only the structure and form of organization according to the special education system, while in content, school preparation, and specialization they are similar to mainstream schools. Special technological high schools, high school classes, and special post-secondary classes are organized after the model of the mainstream school (content, profiles, specializations, outcomes, objectives, and/or competencies). The specific features of these units remain the strategies, approaches, and teaching/learning methods.

Upon graduation, students from these special education units take national exams (tests, baccalaureate, or graduation exams) just like all graduates from mainstream education. For them, special facilities and adaptations are stipulated in the methodologies for organizing and conducting examinations.

For each student with severe, profound, or associated disabilities, an individualized intervention plan is developed with objectives specific to their needs and psycho-individual development possibilities.

Students with special educational needs benefit from adaptations to examination procedures also in the case of ongoing assessments.
