Bucharest College of Pharmacists*

Resuming member status is done based on a request, which the applicant, the pharmacist, submits to the headquarters of the Territorial College, respectively the Bucharest Pharmacists' College, through which they request the resumption of member status starting from a certain date.

Regarding the Current Professional Certificate, we would like to make the following clarifications:

In accordance with the provisions of the Pharmacy Law no. 266/2008 in the consolidated form as published in the Official Gazette no. 448/30.06.2009 part I, as well as the Implementation Rules published in the Official Gazette no. 538/03.07.2009 part I, pharmacists who will hold the position of chief pharmacist in a pharmaceutical unit (in cases of establishment of new pharmaceutical units, as well as changes of chief pharmacist - for those who will take over the position), will address the county colleges to obtain the Current Professional Certificate.

Also, this document is necessary for pharmacists who wish to practice their profession outside the country's borders.

The methodology for drafting and issuing the Current Professional Certificate was established by Decision 1 / September 15, 2023, decision published in the Official Gazette of Romania Part I no. 966 of 25.10.2023.

Below we present the main provisions of Decision no. 1/2023, as follows:

- The Current Professional Certificate will be drafted by the College of Pharmacists of Romania and issued by the territorial college where the applicant is registered;

- The validity of the Current Professional Certificate is 3 months from the date of issuance;

- Within a maximum of three days from receiving the request for issuance of the Current Professional Certificate, the territorial college will send to the College of Pharmacists of Romania the standard application for drafting and issuing the document;

- Within a maximum of 10 days from receiving the request, the C.F.R. will draft the certificate and forward it to the territorial college;

- The territorial college will maintain a Registry of records – with the identification data of the Current Professional Certificates issued to pharmacists in the respective county – and will hand them over to the applicants under signature of receipt.

The fee for issuing the Current Professional Certificate, in the amount of 150 lei, will be paid into the account of the territorial College RO45BRDE410SV26208314100.

The membership certificate is granted to pharmacists who, by making an express request in this regard, meet the following conditions: hold an official pharmacy qualification, are not found in any of the cases of unworthiness or incompatibility provided by law, are medically fit to practice the profession of pharmacist, have not interrupted the practice of the profession for more than 5 years or have obtained their degree in the last 5 years, the registration fee is paid into the account of the territorial college RO45BRDE410SV26208314100.

In order to issue a duplicate of the Certificate of membership of the Romanian College of Pharmacists, the applicant must submit the complete documentation at the headquarters of the Bucharest College of Pharmacists, in accordance with the provisions of Decision no. 4/2004 of the National Council of the Romanian College of Pharmacists, the documents presented below.

The transfer note is issued by the college where the pharmacist is registered, based on a request. Before issuing the transfer note, the requesting pharmacist is required to pay in full the membership fee owed to the college from which they wish to leave. The transfer note will be handed, with signature, to the applicant. In the pharmacists' register, the college to which the pharmacist has transferred will be recorded. If at the college from which the pharmacist is transferring a complaint has been filed against them or a disciplinary investigation has been initiated, the complaint or the disciplinary file will be sent to the college to which the pharmacist is transferring.

The suspension of membership status occurs when the applicant, the pharmacist, for certain reasons wishes to interrupt their activity for a certain period of time and submits a request at the territorial College headquarters, namely the Bucharest Pharmacists’ College, requesting the suspension of membership status. At the moment of requesting this suspension, the pharmacist must have paid the membership fee until the end of the year and must fulfill the condition of continuous professional education with a number of 40 EFC hours for the respective period.

The pharmacist is obliged to inform the Romanian Pharmacists’ College within 30 days of resuming activity.
