You may request recognition of the authorization as a technical manager for execution obtained in another EU member state, EEA, or the Swiss Confederation, Romanian citizens or citizens of another EU member state, EEA, or the Swiss Confederation, who have been authorized to carry out the activity of technical manager for execution by an act of authority – authorization or equivalent document, issued by the competent authorities recognized in those states, who wish to perform the activity in Romania and who provide proof of a minimum of 3 years’ experience in exercising the activity of technical manager for execution in the territory of the member state where they obtained recognition of professional qualification.For recognition of the authorization, these persons will request registration in the Register of Authorized Technical Managers for Execution, in order to carry out the activity, in the field of authorization stated in the document attesting their status as technical manager for execution, on the territory of Romania, according to the law.

Based on the applicant’s request, I.S.C. recognizes the document certifying the status of technical manager for execution obtained in the country of origin and registers them in the Register of Authorized Technical Managers for Execution.

This procedure establishes the normative framework regarding the authorization of technical managers for execution by the State Inspectorate for Constructions - I.S.C, starting from September 30, 2016. The procedure sets out the requirements regarding the studies and professional experience of individuals applying for authorization, the necessary documents, the authorization streches, the responsibilities and competences conferred by the authorization. The communication of the field(s)/subfield(s) for which the applicant is admitted to participate in the authorization exam or, as the case may be, the rejection of the file, is made within 15 working days from the date of submission of the file or the requested additions and clarifications.
The authorization fee is 250 lei and is charged for each authorization field/subfield. The authorization fee is paid by the applicant into the I.S.C. account after the authorization committee confirms the applicant’s eligibility. The account where payment is to be made and the amount to be paid are specified in the communication regarding eligibility.
Proof of payment for the authorization fee must be submitted to ISC at least 10 working days before the examination session starts. Later submission will result in the rejection of the file.

This procedure establishes the regulatory framework regarding the authorization of technical execution supervisors by ISC starting from September 30, 2016. Individuals who have been authorized to carry out the activity of technical execution supervisor permanently through an act of authority—authorization or equivalent document—issued by competent authorities recognized in one of the EU or EEA member states may carry out the activity in Romania temporarily, with the obligation to submit to ISC a declaration, written in Romanian, regarding the services/works they will provide.

The dossier analysis fee for the first application for the temporary provision of activities as a technical execution supervisor is 150 lei and must be paid to the ISC account corresponding to the regional construction inspectorate where the work is registered, published on the website at www.isc.gov.ro.

This procedure describes how, entities with legal personality, authorized for analysis and testing in construction, may request an extention of the authorization for aditional profiles and tests. The authorization attests the legal competence to issue, under the law, documents stating the fulfilment of construction standards and quality standards of construction materials.

This procedure describes how individuals, Romanian citizens or citizens of other member states of the European Union or the European Economic Area (EEA), can request recognition of the document attesting the status of site supervisor obtained in their country of origin and wish to work permanently in Romania. The site supervisor authorized by ISC is a person employed by the investor / beneficiary, having the obligation to ensure the correct application of construction works throughout the duration of the works, according to the law.

The status of technical manager for execution is proven by the authorization issued by I.S.C. The right to practice is proven by the valid certificate, issued by I.S.C. The validity of the certificate is 5 years from the date of issue, and the right to practice can be extended every 5 years, by issuing a new certificate with the same validity period. Holders of technical manager for execution authorizations whose certificates are not within the validity period cannot carry out activity in the authorized field during the period in which the certificate is not valid. For the periodic confirmation of the right to practice for the purpose of continuing the activity, technical managers for execution will submit to I.S.C a file at least 45 days before the expiration date of the certificate.

This procedure establishes the regulatory framework regarding the authorization of technical managers for execution by ISC starting from September 30, 2016. Persons who have been authorized to carry out the activity of permanent technical manager for execution by an act of authority — authorization or equivalent document, issued by competent authorities recognized in one of the EU or EEA member states, may perform the activity in Romania temporarily as well, being required to submit to ISC a declaration, drafted in Romanian, regarding the services/works they will perform. In this situation, the technical manager for execution is exempted from registration in the Public Register of technical managers for execution authorized by ISC.

All technical managers of execution are required to draw up, within a maximum of 30 days from taking over the work, the electronic register for recording the activity of the authorized technical manager of execution.
Upon the first access to the electronic activity register, each authorized technical manager of execution will be assigned a unique identification account. The identification account is unique and non-transferable.
For completing with information regarding the activity of the technical manager of execution, the register can be accessed on the I.S.C. website www.isc.gov.ro: https://www.isc.gov.ro/sistem/index.php and will be updated whenever changes to the information occur. In case of losing the unique identification account, the authorized technical manager of execution will request the issuance of another account to access the register. The issuance of the duplicate is done within 30 days from the date of registration of the request or from the date of receiving any necessary additions or clarifications.
