Procedure regarding the automatic recognition, by higher education institutions, of teaching positions in university education obtained in accredited university institutions abroad*
Through this procedure, teaching positions in university education obtained in accredited higher education institutions abroad are automatically recognized by the National University of Arts in Bucharest.
The procedure applies to Romanian citizens, citizens of Member States of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third countries.
According to the provisions of the Framework Methodology related to OMENCȘ no. 5922/2016, higher education institutions in Romania automatically recognize the teaching positions in university education obtained at:
• accredited higher education institutions in the Member States of the European Union, the European Economic Area, and the Swiss Confederation (art. 1 para. (1));
• prestigious universities from other countries included in the List of prestigious universities from other countries, approved by order of the Minister of National Education and Scientific Research and periodically updated (art. 1 para. (1));
• accredited higher education institutions that are the subject of an international mutual recognition agreement concluded at intergovernmental or inter-university level (art. 1 para. (2)).

Procedure regarding the recognition of the doctoral diploma and the title of Doctor in Science or in a professional field, obtained abroad*
Accredited institutions of higher education or legal public and private entities included, according to legal norms, in the national system of research and development recognize the doctoral diploma and the title of doctor in sciences or in a professional field, obtained at:
- accredited institutions of higher education or research and development from a member state of the European Union, the European Economic Area, and the Swiss Confederation, • accredited institutions of higher education or research and development included in the List of prestigious universities from other states, approved by order of the Minister of National Education and Scientific Research, periodically updated,
- accredited institutions of higher education or research and development that are the object of an international mutual recognition agreement, concluded at intergovernmental or interuniversity level, solely for the purpose of enrollment in postgraduate programs, obtaining habilitation, holding a teaching or research position within one of the previously mentioned institutions or entities, according to OMENCS no. 5923/06.12.2016 for approving the Methodology regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field obtained abroad.
The following clarifications are made regarding the authentication of the doctoral diploma to be presented for recognition:
1. For countries that are parties to the Hague Apostille Convention, study documents subject to equivalence/recognition must be endorsed with the Hague Apostille by the competent authorities in the issuing countries; study documents from Italy, Greece, Spain, Portugal, and Cyprus will be endorsed with the Hague Convention Apostille, the other EU member states being exempted.
2. For countries that are not parties to the Hague Apostille Convention, study documents must be superlegalized or accompanied by a Certificate of Authenticity issued by the competent authorities in the country of origin. Superlegalization shall be carried out either by the Ministry of Foreign Affairs in the issuing country and the Embassy/Consular Office of Romania in that country, or by the Ministry of Foreign Affairs in the issuing country, its Embassy/Consular Office in Romania, and the Ministry of Foreign Affairs in Romania. For countries where there are no Romanian diplomatic missions or that do not have diplomatic missions in Romania, study documents will bear the visa of the Ministry of Education and of the Ministry of Foreign Affairs in the issuing country.
Exemption from superlegalization is allowed under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.

Recognition of the title of doctor and the doctoral diploma is valid and produces legal effects only at the level of the National University of Arts in Bucharest.
Procedure regarding the recognition of the status of doctoral supervisor obtained in accredited higher education institutions abroad*
Through this procedure, the quality of doctoral supervisor obtained in an accredited higher education institution abroad is automatically recognized within the National University of Arts in Bucharest.
The procedure applies to Romanian citizens from the member states of the European Union, the European Economic Area, and the Swiss Confederation, who have obtained the quality of doctoral supervisor in accredited educational institutions from the member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states included in the “List of prestigious universities from other states,” approved by OMECTS no. 5825/2016 and updated periodically, for the purpose of addmission on the territory of Romania.
Only in the case of temporary exercise, the provisions of Law no. 200/2004 and Art. 296 of the National Education perhaps Law no. 1/2011, apply directly:
(1) The reserved, vacant or temporarily vacant teaching positions are filled with priority by the permanent teaching staff of the institution or by associated teaching staff, paid by the hour, in accordance with this law.
(2) The employment of specialists with recognized scientific and professional value in the field from the country or abroad, as invited associated teaching staff, is approved by the department council and approved by the board of administration.
The exercise of the rights conferred by the quality of doctoral supervisor and the occupation of a teaching position in the Romanian higher education system are carried out according to the legal norms in force.
