Automatic recognition of academic teaching positions in higher education obtained in accredited higher education institutions abroad*

Through this procedure, only within the Politehnica University of Bucharest, teaching positions obtained in accredited institutions abroad are automatically recognized for Romanian citizens, citizens of European Union member states, the Swiss Confederation, and third countries, at:

a. accredited university institutions from member states of the European Union, the European Economic Area, and the Swiss Confederation;

b. prestigious universities from other states listed in the List of prestigious universities from other states, approved by Order of the Minister of National Education no. 5462/2018, and updated periodically;

c. other accredited university institutions from abroad than those mentioned, only based on an international convention of mutual recognition, concluded at intergovernmental or inter-university level.

Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 296 of LEN no. 1/2011 apply directly. Reserved teaching positions, vacant or temporarily vacant, are covered with priority by the tenured teaching staff of the institution or by associated teaching staff.

The occupation of a teaching position in the Romanian university education system is carried out according to the legal norms in force.

Recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad*

Through this procedure, only within the Politehnica University of Bucharest, the doctoral diploma and the title of doctor in sciences or in a professional field obtained abroad are recognized.

The procedure applies to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and third countries, who have obtained the title of doctor in accredited higher education or research-development institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, in prestigious universities from other states listed in the List of prestigious universities from other countries approved by the National Ministry of Education Order No. 5462/2018, or who are the subject of an international agreement on mutual recognition concluded at intergovernmental or inter-university level.

The procedure applies only for enrollment in postgraduate study programs, for obtaining habilitation, for occupying a teaching position or for occupying a research position within the "Vasile Alecsandri" University of Bacău.

Only in the case of temporary exercise, the provisions of Law No. 200/2004 and Article 296 of LEN No. 1/2011 apply directly. Reserved, vacant or temporarily vacant teaching positions are filled primarily by tenured teaching staff of the institution or by associated teaching staff.

The exercise of the rights conferred by the status of doctoral supervisor and the occupation of a teaching position in the Romanian education system are carried out according to the legal norms in force.

Authentication of study documents subject to recognition

  • Doctoral diplomas obtained in Italy, Greece, Spain, Portugal, and Cyprus will be certified with the Hague Convention Apostille, the other EU member states being exempt;
  • Diplomas issued in non-EU countries that are signatories of the convention will be certified with the Hague Convention Apostille;
  • Diplomas issued in non-EU countries that are not signatories of the Hague Convention will be superlegalized by the competent authorities in the country of issuance of the diploma. Superlegalization is applied by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in the respective country, or by the Ministry of Foreign Affairs of the issuing country, its Embassy/Consular Office in Romania, and the Ministry of Foreign Affairs of Romania;
  • Diplomas issued in non-EU countries where there are no Romanian diplomatic missions or they do not have diplomatic missions in Romania will bear the visa of the Ministry of Education and the Ministry of Foreign Affairs of the issuing country;
  • Exemption from apostille or superlegalization is permitted under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.

Document evaluation

After verifying the documents in the file, CSUD forwards the file for resolution to the doctoral school corresponding to the doctoral domain.

The doctoral school, through the doctoral school council, decides to form a committee of 3 faculty members, doctoral supervisors in the field of the doctoral thesis, who analyze, within 10 days, the recognition request and, in the end, record a resolution of recognition or non-recognition of the doctoral diploma and title.

The resolution is transmitted by the doctoral school to CSUD, which, after endorsement, forwards it for approval to the UPB Executive Board, following which the Rector's Decision is issued, which is communicated by CSUD to the petitioner.

Issuing the Recognition Decision is done:

  • The decision at the Registry, at the university headquarters, during the university's working hours;
  • by mail, to the declared address;
  • through the Single Electronic Contact Point (PCUe).

Duplicate issuance

  • No duplicate is issued, only a copy, the document being applicable only within the Politehnica University of Bucharest.

Appeal procedure

  • Appeals, in case of non-recognition, are submitted within 15 calendar days from communication, through a request that is submitted at the University Registry or sent to cabinet.rector@upb.ro. Appeals are resolved within 10 calendar days from registration. Following the appeal, the decision can be challenged in the competent courts.

Automatic recognition of the doctoral supervisor title obtained at accredited higher education institutions abroad*

Through this procedure, the quality of doctoral supervisor obtained in an accredited higher education institution abroad is automatically recognized within the Politehnica University of Bucharest.

The procedure applies to Romanian citizens, citizens of European Union member states, the European Economic Area, the Swiss Confederation, and third countries, who have obtained the quality of doctoral supervisor in accredited higher education institutions from European Union member states, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states listed in the List of prestigious universities from other states, approved by the order of the Minister of National Education no. 5462/2018.

Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 296 of LEN no. 1/2011 apply directly. Reserved, vacant, or temporarily vacant teaching positions are covered with priority by tenured teaching staff of the institution or associated teaching staff.

The automatic recognition procedure of the quality of doctoral supervisor or habilitation obtained abroad applies to:
  • accredited higher education institutions from member states of the European Union, the European Economic Area, and the Swiss Confederation;
  • prestigious universities from other states listed in the List of prestigious universities from other states, approved by order of the Minister of National Education and periodically updated;
  • other accredited higher education institutions abroad than those mentioned, only based on an international mutual recognition agreement, concluded at intergovernmental or inter-university level;
  • Romanian citizens;
  • citizens from member states of the European Union, the European Economic Area, within the Swiss Confederation;
  • citizens from third countries.

e) Meeting the national minimal standards, according to OMECTS no. 6129/20.12.2016.

Authentication of study documents subject to recognition

  • Doctoral diplomas obtained in Italy, Greece, Spain, Portugal, and Cyprus will be endorsed with the Hague Convention Apostille, other EU member states being exempted;
  • Diplomas issued in non-EU states, signatories of the convention, will be endorsed with the Hague Convention Apostille;
  • Diplomas issued in non-EU states, non-signatories of the Hague Convention, will be super-legalized by the competent authorities in the country issuing the diploma. Super-legalization is applied by the Ministry of Foreign Affairs in the issuing country and the Embassy/Consulate Office of Romania in that country, or by the Ministry of Foreign Affairs in the issuing country, its Embassy/Consulate Office in Romania, and the Ministry of Foreign Affairs in Romania;
  • Diplomas issued in non-EU states where there are no Romanian diplomatic missions or they do not have diplomatic missions in Romania will bear the endorsement of the Ministry of Education and the Ministry of Foreign Affairs in the issuing country;
  • Apostille or super-legalization exemption is permitted by law, by an international treaty to which Romania is a party or based on reciprocity.

Document evaluation

After verifying the documents in the file, CSUD forwards the file to the UPB Senate Chancellery for verifying the fulfillment of minimal standards, and then for resolution to the doctoral school corresponding to the doctoral domain.

The doctoral school, through its doctoral school council, decides to form a commission of 3 teaching staff, doctoral supervisors in the domain in which habilitation was obtained abroad, who analyze, within 10 days, the recognition request and, finally, enter a resolution of recognition or non-recognition of the habilitation diploma (habilitation certificate) obtained abroad.

The resolution is sent by the doctoral school to CSUD which, after endorsement, forwards it for approval to the UPB Administration Council, following which the Rector's Decision is issued, which is communicated by CSUD to the petitioner.

Issuance of Recognition Decision

  • The recognition decision is issued at the university headquarters, during the university's working hours;
  • by mail, at the declared address;
  • through the Single Electronic Contact Point (PCUe).

Issuance of duplicate

  • No duplicate is issued, only a copy, the document being applicable only within the Politehnica University of Bucharest.
The Procedure for Automatic Recognition of the quality of doctoral supervisor obtained in accredited higher education institutions abroad can also be consulted and initiated through the Single Electronic Contact Point.

Legal framework

OMECȘ no. 5921/06.12.2016 for the approval of the Methodology regarding automatic recognition, by higher education institutions, respectively institutions organizing doctoral university studies in Romania, of the quality of doctoral supervisor, obtained in accredited higher education institutions abroad.
