The complex assessment service for adults with disabilities is established under art. 88 of Law 448/2006 regarding the protection and promotion of the rights of persons with disabilities, republished and updated, and carries out the following duties, according to art. 50 of Government Decision no. 268/2007 regarding the methodological norms for the application of the provisions of Law no. 448/2006 and in accordance with ORDER no. 2.298/2012 regarding the approval of the framework procedure for the assessment of adults for classification according to the degree and type of disability.

The need for social assistance appeared simultaneously with the emergence of society of mankind. In any society, regardless of its economic and political structure, there are always people who, due to their natural condition, regardless of their reasons, cannot, through their own efforts, obtain the means of subsistence.

Among these people are, above all, children and the elderly. In addition, any person who has lost the ability to work temporarily or permanently due to a health disorder can join the ranks of people with disabilities. With the development of society and the complication of social relations, the number of reasons for a person’s need to benefit from social assistance grows, even more so those determined by the nature of the economic relations that prevail in society, generating unemployment, inflation, poverty.

Social security, as a certain form of supporting people's lives, has specific historical types, since it takes place within a certain socio-economic formation.

The procedure aims to regulate the granting of certain social protection measures for the population, represented by monthly aid to cover parts of the expenses related to heating the home during the cold season, as well as the method of invoicing and payment for thermal energy.

Preparation of files for child-rearing allowance, insertion incentive, monthly allowance for caring for a child aged 3-7 years (child with a disability), monthly allowance for reduced working hours, monthly support for child care 0-3 years, monthly support for child care 3-7 years, child allowance supplement. Any parent (or legal representative) of a child with a medical condition which the specialist doctor keeping them under observation says may qualify as a degree of disability can contact the Complex Evaluation Service for Children with Disabilities in order to obtain the Certificate for classification of the child into a degree of disability.

All children up to the age of 18 benefit from the state allowance for children. The state allowance for children is also granted to young people who have reached the age of 18, who are attending high school or vocational education courses, organized according to the law, until their completion.

The granting of the family support allowance aims to supplement the family's income in order to ensure better conditions for the upbringing, care, and education of children, as well as to encourage school-age children in the care of families with low income to attend courses of a form of education organized according to the law.
