Procedure for issuing the approval for the authorization of the execution of constructions of any kind located in the vicinity of the objectives/natural gas distribution systems operated by Distrigaz Sud Retele SRL*

Based on Law 50/1991 regarding the authorization of construction works, with subsequent amendments and completions, and Order 47/2003 for the approval of the Procedure for issuing the permit for the authorization of constructions located near objectives/systems in the oil and natural gas sector, Distrigaz Sud Retele (DGSR) issues upon request:

- Location permits - are issued for works for the realization/demolition of constructions; the fee is calculated according to the studied area. Examples of requests:

extension, consolidation, rearrangement, repartitioning, existing construction
new building with/without connections, pedestrian and driveways, land fencing
balcony construction, creation of exterior access opening, change of space destination
demolition of existing constructions
legalization pipeline for construction
park arrangement, parking, etc.

- Route permits - are issued for works for the realization of utility networks/connections/branches/roads; the fee is calculated based on the studied route length. Examples of requests:

extensions/establishment of water, sewage, electric, thermal, telephone, gas pipelines
rehabilitations/establishment of roads, asphalting
diversions of water, sewage, electric, thermal, telephone, gas pipelines
replacements/rehabilitations/modernizations of water, sewage, electric, thermal, telephone, gas pipelines
water/sewage connection/branch
thermal branches
electric connection
gas branches/connections
tramway line replacement; trolleybus line extension etc.
modernizations, road rehabilitations, etc.

- Principle permits - are issued if the client requests information regarding the existence or not of DGSR networks on residuary land, in the case of notary operations, feasibility or pre-feasibility studies or in the case of preparing PUD, PUZ, PUG documentation; the fee is calculated based on the studied area. PUGs and PUZ/PUDs of general interest are not charged; exemption from the fee for PUZ/PUD applies based on an address from the public institution accompanying the documentation, stating that the objective falls within the provisions of Law no. 350/2001 art. 56 para. 3.Examples of requests:

The permit represents the written response to the request of an applicant, technical in nature and mandatory, specifying the standpoint regarding the fulfillment of the coexistence filters of the proposed objective relative to the natural gas distribution networks of the operator Distrigaz Sud Retele.

The permit is obtained only after submitting the complete documentation consisting of Finite application, the necessary documents mentioned in sop application and proof of payment. Location and route permits are issued within maximum 5 working days from the date of submitting the complete documentation.

Principle permits are issued within maximum 15 working days from the date of submitting the complete documentation.

The documentation can be submitted by a consultant, designer or any other individual or legal entity authorized by the holder of the urban certificate/applicant.

Applications can be submitted ONLINE using the form in the contact section of the Distrigaz Sud Retele website Avize (distrigazsud-retele.ro) or DIRECTLY at the Distrigaz Sud Retele offices.

For documentation with plans larger than A3 format, their physical submission at Distrigaz Sud Retele headquarters is mandatory and uploaded on CD in electronic .dwg format, scale 1:500 or 1:1000, in Stereo ‘70 coordinate system with title block, legend and cleaned of unused graphic elements and definitions – purge function.

The issuance of the permit involves the following steps:

verification of the documentation and requesting pipeline, as appropriate;
issuing and sending the Payment Note for the requested permit type; payment of the fee, presentation of the proof of payment and of the corresponding documentation;
registration of the request;
analysis of the documentation and issuing the invoice;
identification and on-site/GIS MAP verification of DGSR objectives and the site for which the permit is requested;
tracing DGSR objectives on the site layout plan structure, visa the layout plan and issuing the permit;
handover/sending the permit to/to the applicant.

The fees charged are valid starting 01.08.2024, are included in the List of Ancillary Services/Activities of Distrigaz Sud Retele and are under sop provisions of Order 140/2015 of ANRE on the establishment of regulated tariffs for ancillary activities to the operation of the natural gas distribution system.The fees are calculated according to the area of land (for location permits), to the analyzed length (for route permits) and/or according to the number of plans. Fees are paid only based on the Payment Note (reference of the document in the payment document is mandatory).
