Granting social assistance*

Social assistance is granted monthly, to supplement the net income of the family or single person, to ensure the guaranteed minimum income. For the amounts granted as social assistance, one of the able-bodied adult members of the family must perform, monthly, actions or works of local interest, for all family members, without exceeding the normal working schedule; failure to fulfill this obligation leads to the suspension of social assistance, and if within 3 months from the suspension this obligation is not fulfilled, the payment of social assistance stops.

Procedure for issuing an urban planning certificate*

1. According to the provisions of art. 6 paragraphs (1) and (4) of the Law, the urbanism certificate is an information document regarding ospital’s legal, economic, and technical regime, as well as the specific urban planning requirements of the location, determined in accordance with the provisions of the approved and endorsed urban planning documentation, a document issued, upon request, to any applicant - natural person or legal entity.

2. According to the Law, the urbanism certificate does not replace the building/demolition permit and does not grant the right to carry out construction works.

Removal from records of means of transport*

The tax on means of transport is owed for the entire fiscal year by the person who holds the ownership right to a means of transport registered or recorded in Romania as of December 31 of the previous fiscal year and ceases to be owed starting January 1 of the following fiscal year in the following situations:
a) transfer of the means of transport;
b) deregistration of the means of transport from circulation; or
c) deregistration of legal entity taxpayers from the fiscal records, including from the Register provided at point 101, as a result of the pronouncement of a bankruptcy procedure closure ruling;
d) change of the taxpayer's fiscal domicile to another administrative-territorial unit, in which case the taxpayer is obliged to submit a tax declaration to this effect, both to the tax authority where he had the fiscal domicile and to the tax authority where he establishes the new fiscal domicile, within 30 days of the occurrence of this situation.

Granting educational incentive in the form of social vouchers for kindergarten*

Social vouchers for kindergarten are granted to children from disadvantaged families who participate in activities organized within preschool educational units and who are at risk of both dropping out and not attending preschool classes due to limited access to economic resources and education.
The incentive is granted to children enrolled in a preschool educational unit who are in one of the following situations:
a) come from families who have established the right to family support allowance granted based on Law no. 277/2010 regarding family support allowance, republished, with subsequent amendments and completions, regardless of whether the family is actually receiving this right or it is suspended;
b) are under the care of the person designated by the parent or guardian to care for the child during their absence, according to art. 104 of Law no. 272/2004 regarding the protection and promotion of the rights of the child, republished, with subsequent amendments and completions, hereinafter referred to as the designated person, if the income per person, including the child in care, does not exceed the maximum income level for granting the family support allowance.

Registration/modification of data in the agricultural register*

The deadlines by which individuals and legal entities are required to declare data for registration in the agricultural register are as follows:
a) between January 5 and the last working day of February, for the annual data regarding household members, land owned/used, buildings and animal and mechanical traction vehicles, agricultural and forestry machines, equipment and installations, livestock present in the household/legal entity at the beginning of each year, as well as changes that occurred in the previous year in the livestock they own, as a result of sale-purchase, offspring obtained, death or slaughter of animals, or other entries-exits;
b) between May 1 and the last working day of May, for data regarding the land use category, cultivated areas, and the number of trees in the respective agricultural year;
c) individuals and legal entities are also required to declare data, to be registered in the agricultural register, outside the deadlines provided in points a) and b), within 30 days from the occurrence of any changes.

Article 23(1) Only the following are registered at the level of the mayors of communes, towns, municipalities, and the sectors of the municipality of Bucharest: agricultural or forestry tractors, trailers intended to be towed by them, trolleybuses, mopeds, and light quadricycles as provided in Regulation (EU) no. 168/201 of the European Parliament and of the Council of January 15, 2013 on the approval and market surveillance of two- or three-wheeled vehicles and quadricycles, homologated according to the law, for which the Autonomous Authority "Romanian Auto Registry" has issued the vehicle identification card, self-propelled machines for which the Autonomous Authority "Romanian Auto Registry" has issued the technical certificate, as well as trams and animal-drawn vehicles.

Request for Extension of Urbanism Certificate*

For the extension of the validity of the urban planning certificate, a standard application form (according to Form - model F.7 -
APPLICATION for the extension of the validity of the urban planning certificate) shall be filled in and submitted to the issuer, accompanied by the original issued urban planning certificate. The application for
the extension of the validity of the urban planning certificate must be submitted 15 days before its validity expires.

At the same time as submitting the application for the extension of the validity of the urban planning certificate, the applicant must provide proof of payment of the extension fee for
it.

Declaration of acquisition of means of transport by natural person/legal entity*

In the case of acquiring a means of transport, the owner is obliged to submit a declaration to the local tax authority in whose territorial jurisdiction he has his domicile, headquarters, or place of business, as the case may be, within 30 days from the date of acquisition and owes transport tax starting from January 1st of the year following the registration or recording of the means of Aventis.
In the case of acquiring a means of transport based on an invoice issued by an economic operator from Romania or from another state, as well as in the case of acquiring a means of transport from a state other than Romania based on other documents issued by the state of origin, the owners acquiring the means of transport declare them to the local tax authority of their domicile, attaching copies of the documents certified "According to the original," as well as with the mention "The attached documents are correct and complete, in accordance with reality," under the taxpayer's signature, and in the case of documents completed in a language other than Romanian, also copies of the documents translated into Romanian by an authorized translator. The invoice is the act of transfer-acquisition.

Issuance of certificate of fiscal attestation for legal entities regarding taxes, local fees and other revenues owed to the local budget*

The procedure is addressed to legal entities who own immovable and/or movable property, have a qualified certificate with extended electronic signature, and request the issuance of the fiscal attestation certificate.

The fiscal attestation certificate is issued by the local tax authority at the request of the taxpayer/payer. The certificate is also issued at the request of public authorities in the cases and conditions provided by the legal regulations in force, as well as at the request of the public notary, according to the delegation given by the taxpayer.

Issuance of fiscal attestation certificate for individuals regarding taxes, local levies and other income owed to the local budget*

The procedure is addressed to individuals who own immovable and/or movable property and who have a qualified certificate with extended electronic signature and who request the issuance of the fiscal attestation certificate.
The fiscal attestation certificate is issued by the local tax authority, at the request of the taxpayer/payer. Issuance of certificate regarding the data entered in the Agricultural Register*

The agricultural register constitutes the official document of unified primary records, in which data is entered regarding households of the population and agricultural companies/associations, as well as any other natural and/or legal persons who own/use land and/or animals, namely:
a) the head of the household and its members, as applicable; the legal representative of the agricultural company/association or the legal entity that owns/uses the land;
b) the lands they own or use, by categories of use and by land designation, intravilan/extravilan, areas cultivated with main crops and the number of trees by species;
c) livestock, by species and category, existing at the beginning of each year; the annual evolution of the number of cattle, pigs, sheep, goats, horses, donkeys, mules, domestic rabbits, fur animals, poultry, bee families, as well as other domestic or wild animals raised in captivity, under the law, subject to registration in the agricultural register;
d) buildings existing at the beginning of the year within the locality;
e) animal-drawn transport means;
f) mechanically-drawn transport means, namely: tractors, vehicles for transporting goods, machines and equipment for agriculture and forestry;
g) any other equipment, machinery, and installations/aggregates for agriculture and forestry.
