Granting of aid for home heating*

The present Government Emergency Ordinance no. 70/2011 aims to regulate the granting of certain social protection measures for the population, represented by monthly aid for covering part of the expenses for heating the home during the cold season, as well as the method of billing and payment for thermal energy.

State allowance grant for children*

The state child allowance is granted to all children up to 18 years old, without discrimination. The state child allowance is also granted to young people who have turned 18 and are attending high school or vocational education, organized according to the law, until they finish these courses, except those repeating the school year, except for those repeating it for health reasons proven by a medical certificate.
Children of foreign citizens and stateless persons who are residents, under the law, in Romania, also benefit from the state child allowance if they live together with their parents.
This right can be requested by either of the child's natural parents, as well as the person who has adopted a child, provided that they meet the eligibility criteria.

Social vouchers regarding the stimulation of participation in preschool education of children from disadvantaged families*

Law 248/2015 regarding the stimulation of participation in preschool education of children coming from disadvantaged families.

In order to stimulate participation in preschool education of children from disadvantaged families and to increase their access to education, the educational incentive, in the form of social vouchers, is instituted.

Educational incentives are granted to children from families who have established the right to the family support allowance granted under Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions, regardless if the family is receiving this right or it is suspended.

By exception, the educational incentive is also granted to children in the care of the person designated by the parent for the maintenance of the child, during the parents' absence, according to Article 104 of Law no. 272/2004 regarding the protection and promotion of children’s rights, republished, with subsequent amendments and completions, if the income per person, including the child in care, does not exceed the maximum income level for granting the family support allowance.

The granting of educational incentives is conditioned by regular kindergarten attendance of children from the families who benefit from the educational incentive provided by this law.

The minimum monthly nominal value of the educational incentive is related to the social reference indicator and is 0.2 SRI, expressed in lei, for each child enrolled in kindergarten, beneficiary of the educational incentive.

Educational incentives granted in the form of social vouchers are used for the purchase of food products, hygiene products, clothing products, and/or school supplies.

Funeral aid is granted based on Law no. 416/2001 regarding the guaranteed minimum income, in the event of the death of a person from families benefiting from social aid or of a single person benefiting from social aid (the mayor may decide to grant aid representing part of the funeral expenses).

Issuing parking card-ID for people with disabilities*

The issuance of these card-certificates is carried out based on the provisions of Law no. 448/2006 regarding the protection and promotion of the rights of persons with disabilities, with its subsequent amendments and additions, and based on the provisions of Government Decision no. 268/2007 for the approval of the Methodological Norms for the application of the provisions of Law no. 448/2006

Minimum inclusion income*

a) inclusion aid;
b) aid for families with children.
Depending on the needs of the family/single person, the minimum
inclusion income is accompanied by other complementary social
assistance measures, provided in cash and/or in kind, as follows:

c) incentives;
d) contributory facilities;

e) other complementary rights
The minimum inclusion income consists of all the amounts
representing inclusion aid and aid for families with children,
which are established depending on the classification within the
adjusted net monthly incomes earned by the family within the
following limits:

a) for inclusion aid, up to an adjusted net monthly income of 366
lei inclusive, which is considered in establishing the cumulative
income of the family;
b) for inclusion aid, up to an adjusted net monthly income of 533
lei inclusive, which is considered in establishing the
income of a single person aged at least 65 years;
c) for aid for families with children, up to an adjusted net monthly
income of 930 lei inclusive.
The right is granted based on an application-declaration on one's
own responsibility, accompanied by supporting documents regarding
the composition of the family, the income earned in the month
prior to the submission of the application by its members, and the
assets held, including in other administrative-territorial units.
File content:
- standard application;
- copies of identity documents of all family members:
husband/wife, children, partner;
- copy of the marriage certificate (if applicable);
- copy of the divorce decision (if applicable);
- copies of documents proving the status of
guardian/curator, etc. (if applicable);
- copies of the family placement decision/or approval of
adoption (if applicable);
- copy of the ownership/rental document for the home;
- supporting documents regarding the income earned;
- income certificate issued by ANAF;
- certificate of fiscal attestation regarding assets held;
- copies of documents proving inclusion in the category of
persons with disabilities (if applicable);
- other medical documents showing work incapacity;
- proof regarding the attendance of school courses by dependent children.
