The professional foster carer is the natural person, certified under the conditions of Government Decision no. 679/2003, who, through the activity carried out at his or her home, provides the upbringing, care, and education necessary for the harmonious development of the children he or she receives in foster care.

Within the Procedure, DGASPC Cluj:

• Evaluates the applicants' capacity, in view of certification as a professional foster carer, to provide suitable care for the child who requires this type of protection;
• Organizes and conducts initial training courses for professional foster carers, as trainers;
• Prepares the file for certification as a professional foster carer, keeps and updates the professional foster carer's file according to field standards;
• Supports and monitors the activity of the professional foster carer, ensuring that he or she is informed in writing, accepts, understands, and acts in accordance with the quality standards in the field;
• Ensures the professional foster carer is informed about the child's situation, according to the information held, and ensures that he or she abides by the standards, procedures, and instructions related to child care, making sure these are understood and applied;
• Organizes the process of matching the child with the professional foster carer,
• Proposes to the Child Protection Commission the withdrawal or suspension of the professional foster carer's certificate, in justified cases based on a report;
• Ensures the psychological evaluation of the professional foster carer and, as applicable, other family members;
• Identifies the continuing training needs of the professional foster carer; organizes and provides continuing education courses/organizes support groups for professional foster carers
• Annually evaluates the activity of the professional foster carer according to quality standards in the field;

The professional maternal assistant is the natural person, certified under the conditions of Government Decision no. 679/2003, who, through the activity carried out at their home, ensures the upbringing pipeline, care, and education necessary for the harmonious development of the children they receive in foster care.

Within the Procedure, DGASPC Cluj:

• Evaluates the capacity of applicants, for the purpose of certification as a professional maternal assistant, to provide appropriate care for the child who needs this type of protection;
• Organizes and conducts initial training courses for professional maternal assistants, as trainers;
• Prepares the file for certification as a professional maternal assistant, keeps and updates the professional maternal assistant's file according to standards in the field;
• Supports and monitors the activity of the professional maternal assistant, ensuring that they are informed in writing, accept, understand, and act in accordance with the quality standards in the field;
• Ensures that the professional maternal assistant is informed about the child's situation, according to the information held, and monitors the assistant's compliance with standards, procedures, and instructions related to the care of the child, ensuring these have been understood and applied;
• Organizes the process of matching the child with the professional maternal assistant,
• Proposes to the Child Protection Commission the withdrawal or suspension of the professional maternal assistant's certificate, in justified cases based on report;
• Ensures the psychological evaluation of the professional maternal assistant, and other family members, as necessary;
• Identifies the continuing training needs of the professional maternal assistant; organizes and provides continuing training courses/organizes support groups for professional maternal assistants
• Annually evaluates the activity of the professional maternal assistant in accordance with quality standards in the field;
