In accordance with Law 278/2015, the Order of General Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the necessary documents (certificates, etc.) for the recognition for professional purposes of Romanian qualification titles for general nurse, midwife, and nurse in other EU Member States.

The activities related to certification of Romanian qualification titles for general nurse, midwife, and nurse in other EU Member States consist of the preparation and issuance of documents, hereinafter referred to as certification documents, used by the authorities of other EU member states, states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles in accordance with the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as subsequently amended and supplemented. As appropriate, the certification documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the recognition for professional purposes of the aforementioned Romanian titles, accompanied by the corresponding documents, are submitted via PCUe to the county branch/ Bucharest Municipality branch of OAMGMAMR, to which the applicant is a member. If the applicant has NOT acquired membership status in OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch within whose territorial area the applicant resides.

If the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified via the PCUe system. Within 15 days from the notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialty structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to applicants via PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.
