Recognition of the doctoral degree obtained abroad*
The procedure establishes the method of recognition by "Valahia" University of Târgoviște of the title of Doctor of Science obtained at:
a) accredited institutions of higher education or research and development from a member state of the European Union, the European Economic Area, and from the Swiss Confederation.
b) accredited institutions of higher education or research and development included in the List of prestigious universities from other countries, approved by order of the minister of national education and scientific research, periodically updated.
c) accredited institutions of higher education or research and development that are subject to an international convention of mutual recognition, concluded at intergovernmental or inter-university level.
The recognition of the doctoral diploma and the title of Doctor of Science is done only for the purpose of occupying a teaching, research position or habilitation within "Valahia" University of Târgoviște.
The procedure refers to the method of recognition by "Valahia" University of Târgoviște of the doctoral diploma and the title of Doctor of Science obtained in accredited institutions of higher education or research and development from abroad.
The application in the file for the recognition of the doctoral diploma and the title of doctor obtained abroad is registered at the university's Registry and is forwarded to those responsible for doctoral studies (IOSUD).
The file for the recognition of the doctoral diploma and the title of doctor obtained abroad can also be sent by mail to Encounters "Valahia" University of Târgoviște.

Following the analysis of the documents in the file, based on the reviewers’ reports and their majority secret vote, the president of the committee prepares an analysis report regarding the recognition request of the diploma within 30 days from the date of its registration. The documents are forwarded to CSUD. The deadline can be extended by another 30 days from the date of communication if the committee, in justified cases, requests additional documents from the holder of the diploma.
The applicant will be informed, in writing, about the extension of the file processing deadline and the requested additional documents.
The decision of recognition or non-recognition of the doctoral title obtained abroad, justified by the recommendations of the evaluation commission and endorsed by CSUD, is issued by the rector of the university. The decision of recognition or non-recognition of the doctoral title is registered in the register of incoming/outgoing documents.
The decision is collected in person or by another person authorized in this regard through a notarial power of attorney. The recognition by "Valahia" University of Târgoviște of the doctoral diploma and the title of doctor obtained abroad is valid and produces legal effects at the level of "Valahia" University.
Automatic recognition by “Valahia” University of Târgoviște of teaching positions obtained in accredited educational institutions abroad*
The procedure establishes the manner in which the automatic recognition is performed, by the “Valahia” University of Târgoviște, of the academic positions obtained in accredited higher education institutions abroad, for persons applying for an academic position within the university.
This procedure respects the principle of legality, university autonomy, transparency, responsibility, the ethical and deontological norms in force.
The exercise of the rights conferred by holding an academic position in the Romanian higher education system is carried out in accordance with the legal norms in force.
5.3.(1)Academic positions in higher education obtained in accredited higher education institutions from European Union member states, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states included in the “List of prestigious universities from other states” approved by order of the relevant Ministry and periodically updated, are automatically recognized by the “Valahia” University of Târgoviște.
(2)Academic positions obtained in accredited higher education institutions other than those mentioned in paragraph (1) are recognized only on the basis of an international mutual recognition agreement, concluded at intergovernmental or inter-university level.
(3)The provisions of this procedure benefit Romanian citizens, citizens from European Union member states, the European Economic Area, the Swiss Confederation, and citizens from third countries.
(4)The occupation of an academic position in the Romanian higher education system is carried out according to the legal norms in force.
The “Valahia” University of Târgoviște consults, if necessary, the National Center for Recognition and Equivalence of Diplomas (hereinafter referred to as CNRED) and the National Council for Attesting Titles, Diplomas, and University Certificates (hereinafter referred to as CNATDCU).

The file for the recognition of academic positions in higher education obtained in accredited higher education institutions abroad is registered at the university’s Registry and sent to the Human Resources and Payroll Office, which will forward the file to the Evaluation Commission appointed by the Rector’s decision.
The study documents subject to recognition will be authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, and for other states the study documents will be superlegalized or accompanied by a certificate of authenticity issued by the competent authorities of the country of origin. Exemption from apostille or superlegalization is allowed under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.
Files that do not contain all the aforementioned documents will not be taken over.
The “Valahia” University of Târgoviște may request clarifications from the competent authority or the holder.
The evaluation commission consists of:
President: - the dean of the faculty
Members: - 2 tenured teaching staff from the Teaching Department similar to the applicant’s specialization
- legal advisor
- representative of the Human Resources and Payroll Office
Alternate members: - 2 tenured teaching staff from the Teaching Department similar to the applicant’s specialization.
The tenured teaching staff, members of the evaluation commission, will be appointed by the dean, with the approval of the Faculty Council.
The evaluation commission is approved by the Board of Directors of the “Valahia” University of Târgoviște.
Based on the Board of Directors’ decision, the rector issues the decision of establishment.
The evaluation commission prepares the Evaluation Report, which contains the solution regarding the recognition request.
Recognition of the title of doctoral supervisor obtained abroad*
THE PROCEDURE IS INFORMATIVE AND CANNOT BE SOLVED THROUGH THIS PLATFORM
The procedure establishes the way in which "Valahia" University of Târgoviște recognizes the status of doctoral supervisor or habilitation obtained at:
a) accredited higher education or research-development institutions in a member state of the European Union, the European Economic Area, and the Swiss Confederation.
b) accredited higher education or research-development institutions included in the List of prestigious universities from other states, approved by order of the minister of national education and scientific research, updated periodically.
c) accredited higher education or research-development institutions that are the subject of an international convention of mutual recognition, concluded at intergovernmental or inter-university level.
The application in the file for recognition of the status of doctoral supervisor or habilitation obtained abroad is registered at the university registry and forwarded to IOSUD. The file for recognition of the status of doctoral supervisor or habilitation obtained abroad can also be sent by mail to the university.
Following the file analysis and based on the reports of the members and their secret majority vote, the president of the commission prepares an analysis report regarding the request for recognition of the status of doctoral supervisor or habilitation within 30 days from the date of its registration. The report is sent to CSUD. The deadline can be extended by another 30 days from the communication if the Commission, in justified cases, requests additional documents from the diploma holder. The applicant will be informed, in writing, regarding the extension of the processing period and the additional documents requested. A favorable resolution from CSUD is sent for approval to the Board of Directors and the University Senate, after which the Rector of UVT issues the decision to recognize the status of doctoral supervisor or habilitation in the requested field. In case of an unfavorable resolution, a decision of non-recognition of the status of doctoral supervisor or habilitation is issued.
The decision to recognize or not recognize the status of doctoral supervisor or habilitation is registered in the document entry/exit register. The decision is collected in person or by another person authorized for this purpose through a notarized power of attorney.
The recognition by UVT of the status of doctoral supervisor or habilitation obtained abroad is valid and produces legal effects at the UVT level.
