Operational procedure regarding the automatic recognition by the University of Oradea of teaching positions in higher education obtained in accredited higher education institutions abroad*

The course of the recognition process / Working procedure
From the university's registrar, the file is transmitted to the Vice-Rector responsible for academic management. At the proposal of the Vice-Rector responsible for academic management, the Board of Administration (BA) endorses and the Senate approves the composition of the Commission for the recognition of titles/academic positions obtained in accredited foreign university institutions, made up of the Vice-Rector responsible for academic management, as President, two members, academic staff with the title of professor or associate professor (one representative designated by the Doctoral Studies Council and the Director of the Quality Assurance Department are recommended), and a secretary. The secretary of the commission will be a legal advisor of the university who will check and validate the file from the perspective of the legality of the submitted documents. When the recognition commission is constituted, at the proposal of the Vice-Rector responsible for academic management, an Appeals Commission will also be constituted, made up of three members, academic staff with the title of professor and two alternate members for both commissions. The Appeals Commission and the alternate members will be endorsed/approved together with the recognition commission. The recognition commission will prepare the Report regarding the acceptance/non-acceptance of the request, in which the result of the evaluation is justified. The deadline for analyzing and evaluating the file is 30 days from the issuance of the appointment decision for the above-mentioned commissions, not including the appeals period and their resolution. The University of Oradea, as a public law higher education institution, according to legal norms, based on the Report submitted by the recognition commission, endorses in the meeting of the board of administration and the senate approves the final solution regarding the recognition/non-recognition of the academic position.

The decision for recognition or non-recognition is issued, following the pronouncement of the final solution, by the Rector of the University of Oradea.

Operational procedure regarding the automatic recognition by the University of Oradea of the quality of doctoral supervisor obtained in accredited higher education institutions abroad*

This procedure establishes the method by which IOSUD - UO automatically recognizes the quality of doctoral supervisor and habilitation, obtained in accredited higher education institutions abroad, in accordance with the provisions of OMENCȘ no. 5921/2016.

The provisions of this procedure apply, by all faculties and doctoral schools within the structure of the University of Oradea (UO), to those Romanian citizens and citizens from member states of the European Union, the European Economic Area, the Swiss Confederation, and third countries who request automatic recognition by IOSUD-UO of the quality of doctoral supervisor or habilitation.
Eligible persons to submit applications for automatic recognition of the quality of doctoral supervisor are applicants who have obtained the qualification of doctoral supervisor or habilitation at:
a) Accredited higher education or research-development institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;
b) Accredited higher education or research-development institutions included in the List of prestigious universities from other states, approved by order of the Minister of National Education, periodically updated;
c) Accredited higher education or research-development institutions that are subject to a national mutual recognition agreement, concluded at the intergovernmental or interuniversity level.
The evaluation and preparation period of the Acceptance or Non-acceptance Report of the request by the Doctoral School Council to which the applicant's doctoral field is assigned is 10 working days.
The decision of recognition or non-recognition is issued, following the pronouncement of the final solution, by the Rector of the University of Oradea.

Operational procedure regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad*

This procedure establishes the method by which the recognition, by IOSUD - UO, of a doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad, is carried out, in accordance with the provisions of OMENCȘ no. 5923/2016. This procedure respects the principles of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force.

The provisions of this procedure apply to all faculties and doctoral schools within the structure of the University of Oradea (UO) and, respectively, to Romanian citizens, citizens of EU Member States, of the European Economic Area, of the Swiss Confederation, and citizens of third states who request recognition by IOSUD-UO of the doctoral diploma in sciences or in a professional field. The exercise of the rights conferred by the title of doctor in sciences and the occupation of a teaching position in the Romanian higher education system shall be carried out in accordance with the legal norms in force.

The deadline for evaluation and the preparation of the Report of acceptance or non-acceptance of the request by the Council of the Doctoral School, to which the applicant's doctoral field is assigned, is 10 working days. The report of acceptance or non-acceptance of the request is endorsed by CSUD, within 5 working days from the receipt of the Report from the Doctoral School.
