Procedure for acquiring the right to signature for citizens coming from other EU member states*
THE PROCEDURE IS FOR INFORMATIONAL PURPOSES ONLY AND IS NOT AVAILABLE FOR RESOLUTION THROUGH THIS PLATFORM. THE FILE MUST BE SUBMITTED AT THE RUR HEADQUARTERS IN BUCHAREST, STR. TUDOR ARGHEZI NO.21 OR AT THE TERRITORIAL OFFICES (B.T. Timisoara, B.T. Cluj-Napoca, B.T. Iasi) WHERE APPLICABLE. In the case of individuals with signing rights or other equivalent rights obtained in another member state, they may obtain the certification of the signing right from the Registry of Urban Planners of Romania, as the competent national authority, only after passing an exam regarding Romanian legislation in the field or after completing a two-year adaptation internship in drafting territorial planning and urbanism documentation. The applicant may choose between the exam and the adaptation internship. (art. 6, para.(4) and para.(5) of the regulation).
The equivalence of the signing right will be established by the RUR examination committee depending on the specifics of the signing right for which the applicant was certified in the country of origin as well as in relation to the demonstrated portfolio and experience. For the equivalence of the signing right, the provisions of art. 50 of the regulation regarding the recognition of the qualification title and reciprocity conventions will also be taken into account.
Citizens of member states who apply for obtaining the signing right on the territory of Romania and are qualified specialists in the field of territorial planning and urbanism according to art.4 lett.j of the regulation, but who do not have an equivalent signing right obtained in one of the member states, will acquire, upon request, the signing right on the territory of Romania under the same conditions as Romanian specialists qualified in the field of territorial planning and urbanism, in compliance with the provisions of art.6 para.(5).
Note: The file will be presented in Romanian except for the elements in point 6 (copies of diplomas, certificates, etc. will be translated).
Complaints regarding candidate registration, evaluation results or the conduct of the exam may be submitted within 48 hours from the top announcement of the exam / certification results, at the RUR secretariat.
The Superior Council of the Registry of Urban Planners of Romania will resolve them within 30 days from registration.
The decisions of the Superior Council of the Registry of Urban Planners of Romania, as well as any other administrative act issued in the application of the procedure for granting the signing right for territorial planning and urbanism documentation may be challenged in court according to the legislation regarding administrative litigation (currently, Law no. 554/2004, with subsequent amendments and completions).

*Procedure for obtaining the right of signature for territorial planning and urbanism documentation for Romanian citizens*
THE PROCEDURE IS INFORMATIONAL IN NATURE AND IS NOT AVAILABLE FOR RESOLUTION THROUGH THIS PLATFORM.
The file is submitted at the RUR headquarters in Bucharest, Str. Tudor Arghezi no.21 or at the Territorial Offices in Timisoara, Iasi, and Cluj-Napoca, where applicable. In accordance with the provisions of art. 33 of the Regulation regarding the acquisition of signature rights for territorial planning and urbanism documentation - part of Decision no.101 of 29.07.2010 for the approval of the Regulation regarding the acquisition of signature rights for territorial planning and urbanism documentation and the Regulation regarding the organization and functioning of the Urbanists Registry of Romania, published in Official Gazette no. 577 of 13.08.2010 and the recommendations of the Examination Committee, approved in the CS-RUR meeting on 28.07.2011, the contents of the examination and certification file for PRACTITIONER SPECIALISTS WITH TRAINING AS ARCHITECT, URBAN PLANNER, ENGINEER, GEOGRAPHER, ECONOMIST, LAWYER, SOCIOLOGIST, ECOLOGIST, etc.
Note:
-For the recognition of the completion of the corresponding internship period, compliance with the provision of Art. 17 (1) of the Regulation is taken into account, namely: - The internship period in Romania begins from the date of registration as intern in the Urbanists Registry of Romania.

*The procedure for registration for the professional internship in order to obtain the right of signature for urban planning and territorial development documentation*
The professional internship represents the period completed at the beginning of practicing the profession and aims at the initial training and professional development of the intern in order to acquire the right of signature for drawing up land planning and urbanism documentation or parts of documentation.
The procedure is addressed to specialists who have obtained their diplomas in Romania or in another EU member state.
The procedure allows for the registration in the professional internship at the Register of Urban Planners of Romania of the categories of graduates provided for by the Regulation on acquiring the right of signature for urbanism and spatial planning documentation.
Through the PCUe Platform, the electronic registration file for the internship can be uploaded and the intern will receive a confirmation of their registration.
The internship period on Romanian territory begins from the date of registration as an intern in the Register of Urban Planners of Romania.
The specialists mentioned above have the obligation to complete 2 years of internship, except for those who have completed a master's program in the field, for whom the internship period is reduced by 1 year.
