Cluj Pharmacists' College*

Resuming membership is done based on a request, which the applicant, the pharmacist, submits to the headquarters of the territorial College, specifically the Bucharest College of Pharmacists, by which they request the resumption of membership starting from a certain date.

The membership certificate is granted to pharmacists who, by making an express request to this effect, meet the following conditions: they hold an official qualification in pharmacy, they are not in any of the cases of unworthiness or incompatibility provided by law, they are medically fit to practice the profession of pharmacist, they have not interrupted the practice of the profession for more than 5 years or have obtained their degree in the last 5 years, they have paid the registration fee (the fee is paid into the account of the territorial college RO26 BTRL 0130 1205 9296 29XX).

Regarding the Current Professional Certificate, we wish to make the following clarifications:

In accordance with the provisions of the Pharmacy Law no. 266/2008 in the consolidated form as published in the Official Gazette no. 448/30.06.2009, part I, as well as the Implementation Norms published in the Official Gazette no. 538/03.07.2009, part I, pharmacists who will hold the position of chief pharmacist in a pharmaceutical unit (in cases of establishing new pharmaceutical units, as well as changes of the chief pharmacist - for those who will take over the position), will address the county colleges for obtaining the Current Professional Certificate.

Additionally, this document is also necessary for pharmacists who wish to practice their profession outside the country’s borders.

The methodology for preparing and issuing the Current Professional Certificate was established by Decision of the National Council of the C.F.R. no. 1/2007, decision published in the Official Gazette of Romania Part I no. 324 of 15.05.2007.

Below we present the main provisions of Decision no. 1/2007, as follows:

- The Current Professional Certificate will be prepared by the College of Pharmacists of Romania and issued by the territorial college where the applicant is registered;

- The validity of the Current Professional Certificate is 3 months from the date of issuance;

- Within a maximum of three days from receiving the request for issuance of the Current Professional Certificate, the territorial college will send to the College of Pharmacists of Romania the standard request form for preparing and issuing the document;

- Within a maximum of 30 days from receiving the request, the C.F.R. will prepare the certificate and send it to the territorial college;

- The Current Professional Certificate will be issued by the College of Pharmacists of Romania, which will prepare it and transmit it to the territorial college;

- The territorial college will prepare a Register of records – with the identification data of the Current Professional Certificates issued to pharmacists in the respective county – and will hand them over to the applicants under signature of receipt.

The issuing fee for the Current Professional Certificate, in the amount of 100 lei, will be paid to the account of the territorial College RO26 BTRL 0130 1205 9296 29XX.

The suspension of membership takes place when the applicant, the pharmacist, for certain reasons wishes to interrupt their activity for a certain period of time and submits to the headquarters of the Territorial College, respectively the College of Pharmacists of Bucharest, a request asking for the suspension of membership. At the moment when this suspension is requested, the pharmacist must have paid the membership fee up to the end of the year and must fulfill the condition of continuous professional training with a number of 40 EFC hours during that period.

The pharmacist commits to inform the College of Pharmacists of Romania within 30 days of resuming activity.

The transfer note is issued by the college where the pharmacist is registered, based on a request. Before the transfer note is issued, the requesting pharmacist is required to pay up-to-date the membership fees owed to the college from which they wish to leave. The transfer note will be handed over to the applicant, with signature. In the pharmacists’ registry (https://portal.tm-c.eu/LstFarma/ColegFarm), the college to which the pharmacist has transferred will be mentioned. If a complaint has been registered against the pharmacist at the college from which they are transferring or if a disciplinary investigation has been initiated, the complaint or the disciplinary file will be forwarded to the college to which the pharmacist is transferring.

In order to proceed with the issuance of a duplicate of the Certificate of Membership of the College of Pharmacists of Romania, the applicant must submit the complete documentation to the headquarters of the College of Pharmacists Bucharest, in accordance with the provisions of Decision no. 4/2004 of the National Council of the College of Pharmacists of Romania.
