Procedure regarding the social assessment of individuals applying for certification as professional maternal assistant*

This procedure refers to the social evaluation of persons requesting the AMP certificate.
The professional maternal assistant is the natural person, certified in accordance with the law, who, through the activity carried out at their home, ensures the upbringing, care, and education necessary for the harmonious development of the children they receive in placement.
Only persons who meet the following conditions may be certified as professional maternal assistants:
a) have full exercise capacity;
b) through their behavior in society, health status, and psychological profile, provide guarantees for the correct fulfillment of the obligations of a parent regarding the upbringing, care, and education of their children;
c) have the use of a home that meets the needs for food preparation, hygiene, education, and rest of its users, including those of the children to be received in placement;
d) have attended the professional training courses organized by the specialized public child protection service or the authorized private body that carries out the evaluation for granting the professional maternal assistant certificate.
Cannot be a professional maternal assistant:
a) a person who has been convicted by a final court decision for the intentional commission of an offense;
b) a parent who has been deprived of parental rights or whose child has been declared abandoned by a final court decision;
c) a person suffering from chronic communicable diseases.
1. Recruitment of professional maternal assistants:a. The applicant shall submit a request to the Registry of DGASPC Timiș, stating the reasons for wishing to become a professional maternal assistant.
The application shall be accompanied by: applicant's curriculum vitae;copy of the identity document (with permanent residence in Timiș county);copy of the diploma from the last completed school (the applicant must be a high school graduate);criminal record;medical certificate showing that they do not suffer from communicable, infectious-contagious or mental illnesses;
b. The application will then be referred to the Head of the Child Case Management Service.
c. The applications will be assigned to the case manager, who is required to provide the applicant with information regarding:- The stages of the evaluation process;- The rights and obligations of the AMP;- The minimum mandatory criteria provided by law.
2. Evaluation of applicants:
a. After submitting the evaluation application, within 10 days from its registration, the applicant will receive a confirmation and the name of the designated case manager. The applicant’s request will be resolved within 90 days.
b. The designated case manager will check the following aspects:
1. Material conditions
2. Health status
3. Moral profile
4. Parental skills
5. Others.
The case manager will draw up the intermediate evaluation report, which will determine whether the conditions for advancing to the next stage – the training process – are met. d. The psychologist appointed by the Psychological Counseling Service will conduct the psychological evaluation, in order to assess the applicant’s parental capacities and moral guarantees. e. The psychologist will interpret the quantitative and qualitative information obtained and will draft the psychological profile, which completes the initial evaluation report.· Persons responsible – the case manager and the psychologist
3. The training process (part of the evaluation process):
a. Selected applicants will be required to participate in the minimum mandatory module, which includes topics approved in accordance with the analytical syllabus developed by the National Authority for Child Protection and Adoption,
b. Upon completion of the course, applicants will take an exam consisting of two tests (written and interview)· Responsible – the course organizing team and the lecturers appointed within the analytical syllabus- Duration – minimum 60 hours 4.
Final evaluation for certification:
a. The case manager shall draw up the certification report, based on the intermediate evaluation report (minimum 2 visits);
b. The psychologist will draw up a psychological evaluation report for certification, following the administration of a psychological test to the applicant and their spouse.
c. Presentation of the certification file before the Child Protection Commission.· Responsible persons - case manager and psychologist, appointed by the head of the service
