Equivalence of short-cycle university studies and bachelor’s degrees, for the documents issued in other languages than Romanian, English, French, Spanish or Italian language The equivalence procedure applies exclusively to diplomas giving access to one of the regulated professions in Romania, obtained outside the community area by Romanian citizens. For sectoral professions - physician, dentist, pharmacist, general care nurse, midwife, veterinary surgeon and architect - as well as for other regulated professions and mentioned in Law no. 200/2004, as amended and supplemented, bachelor's degrees obtained in the Member States of the European Union, the European Economic Area and the Swiss Confederation shall be equated with the appropriate competent authorities. Requests are sent from accounts accessed via ROeID, eIDAS, Qualified Digital Certificate or ghiseul.ro. Files submitted through accounts accessed through eDirect are not processed. Authentication of documents of studies subject to recognition / equivalence 1. for the diplomas in the Republic of Moldova there is no need for apostille or over-legalization. The diplomas issued before 2008 (as well as the diplomas issued after 2008 which cannot be verified through the portal) will be accompanied by the Certificate of authenticity issued by the Ministry of Education of the Republic of Moldova, in the original; 2. For States which are parties to the Hague Apostille Convention, the study papers subject to equivalence / recognition must be endorsed with the Hague Apostille by the competent authorities of the issuing countries; study papers from Italy, Greece, Spain, Portugal and Cyprus will be targeted with the Hague Convention Apostille, the other EU Member States being exempted; 3. for the states that are NOT parties to the Hague Apostille Convention, the documents of study will be over-legalized or will be accompanied by the Certificate of authenticity issued by the competent authorities of the country of origin; the super-legalization is applied by the Ministry of Foreign Affairs of the issuing country, the Embassy / Consular Office of Romania in the respective country and the Ministry of Foreign Affairs of Romania or by the Ministry of Foreign Affairs of the issuing country and the Embassy / Consular Office in Romania and the Ministry of Foreign Affairs of Romania Romania; for countries where there are no diplomatic missions in Romania or which do not have diplomatic missions in Romania, the study papers will have the visa of the Ministry of Education and the Ministry of Foreign Affairs of the issuing country exemption from over-legalization is allowed under the law, of an international treaty to which Romania is a party or based on reciprocity. Registry within 30 working days from the date of issue of the recognition / equivalence certificate and, respectively, from the date of notifying the reasons for non-recognition. The deadline for resolving the appeals is 60 working days from their registration with CNRED. The term of settlement can be extended in justified cases, the applicant being notified in writing, through postal services or electronic mail.
