Through this procedure, only within the "Vasile Alecsandri" University of Bacău, the teaching drum functions obtained in accredited institutions abroad by Romanian citizens, citizens of European Union member states, and from the Swiss Confederation and from third countries are automatically recognized at:
a. accredited higher education institutions from European Union member states, of the European Economic Area, and from the Swiss Confederation;
b. prestigious universities from other countries provided in the List of prestigious universities from other states, approved by order of the Minister of National Education no. 5462/2018, and periodically updated;
c. other accredited higher education institutions abroad than those mentioned above, only on the basis of an international mutual recognition agreement, concluded at intergovernmental or inter-university level.
Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 296 of Sop. no. 1/2011 apply directly. Reserved, vacant, or temporarily vacant teaching positions are covered with priority by the tenured teaching staff of the institution or by affiliated teaching staff.
Occupying a teaching position in the Romanian higher education system is carried out according to the legal regulations in force.

The appeal is submitted to the University within 15 calendar days from the receipt of the non-recognition decision; subsequently, the university's decision can be challenged in court.
