The College of Physiotherapists of Romania cannot be held responsible for the implementation of the GDPR (Regulation No. 679/2016) at the level of the IT system - ROePAS (accessible through the portal www.roepas.ro) managed by the Authority for the Digitalization of Romania (ADR).
Applicants are requested, before initiating a request, to consult the Terms of Use of the ROePAS portal, found at the bottom of the page or at the following link: https://roepas.ro/ro/condi%C8%9Bii-de-utilizare, as well as the GDPR Policy section, which is also located at the bottom of the page or at the following link: https://roepas.ro/ro/gdpr.
The recognition of official physiotherapy qualification titles obtained in another member state of the European Union, in the states belonging to the European Economic Area and in the Swiss Confederation aims to facilitate the right of establishment and the access of the holder to the physiotherapist profession on the territory of Romania.
The practice of the profession is performed after obtaining the status of member of the College of Physiotherapists of Romania (CFZRO), the license to practice accompanied by the annual endorsement, as a result of the recognition of the qualification.
This procedure does not apply in the case of the temporary or occasional exercise of professional activities in Romania by physiotherapists established in another member state. By exception, it applies to the first provision of services in cases where the CFZRO decides that the service-providing physiotherapist must take an aptitude test.
Procedure description:
- Within one month from the registration date, CFZRO notifies the applicant, confirming receipt of the file and, if necessary, requesting the completion with missing documents.
- Within a maximum of 3 months from notification, the applicant is required to complete the file with all requested documents. If the applicant does not meet the deadline, upon its expiration, CFZRO files the case and notifies the applicant in writing to this effect. Within 120 days of submitting the completed file, CFZRO reviews the applicant's training and professional experience and makes a well-justified proposal regarding the resolution of the request, namely:
a) Recognition of the qualification without the application of compensatory measures. Based on this proposal, the President of CFZRO issues the decision to recognize the qualification.
b) Recognition of the qualification with compensatory measures. This proposal as well as the curricular differences established by CFZRO, the related bibliography, and the duration of the adaptation period are approved by the President of CFZRO and communicated to the applicant within the mentioned 120-day period. If the applicant chooses to take an aptitude test, the date of the test is set by mutual agreement, within a maximum of 6 months from the date of the president's approval of the recognition of the qualification with compensatory measures.
The President of CFZRO issues the recognition decision based on documents attesting the completion of the compensatory measure by the applicant.
In both cases, the decision to recognize the qualification is communicated to the applicant and the territorial college of his or her domicile, for the purpose of obtaining the license to practice and the annual endorsement.
CFZRO may exchange information through the European Union Internal Market Information System in accordance with administrative cooperation procedures, as provided for in Regulation (EU) No. 1.024/2012 of the European Parliament and of the Council of 25 October 2012 on administrative cooperation through the Internal Market Information System and repealing Commission Decision 2008/49/EC ("IMI Regulation") and Commission Implementing Regulation (EU) 2015/983 of 24 June 2015 concerning the procedure for issuing the European Professional Card and the application of the alert mechanism under Directive 2005/36/EC of the European Parliament and of the Council.
