The authorization for the circulation of vehicles with oversize and the issuance of the special transport authorization are carried out, prior to the circulation of the oversize vehicle, by the administrator of the road on which the oversize vehicle will circulate. The circulation of vehicles with oversize can take place on the public road network in Romania only if they:
- are admitted to circulation;
- meet the requirements regarding technical condition and traffic safety;
- do not exceed the maximum authorized constructive masses of the vehicles;
- hold an AST issued by the administrator of the road on which they circulate;
- comply with the provisions listed in the AST.
The AST is issued at the request of the applicant, who may be the transport operator or a third party, on behalf of the transport operator. The holder of the AST is, in all cases, the transport operator who bears full responsibility for the circulation of the oversize vehicle, in accordance with the conditions stipulated in the AST and with the legislation in force. The AST is issued by the administrator of the road on which it circulates, prior to the movement of the oversize vehicle, and contains information regarding:
- the issuer;
- the date and time the document is issued;
- the applicant;
- the transport operator holder of the AST;
- the registration numbers of the oversize vehicle, including those of the reserve vehicle, if applicable;
- the vehicle configuration in terms of axles;
- the masses and dimensions of the oversize vehicle;
- the authorized direction and route;
- the validity period of the AST;
- the equivalent value of the additional fees for the circulation of oversize vehicles, paid in advance, including the series and number of the document proving payment;
- convoy movement, if applicable;
- registration numbers of the vehicles composing the convoy.

Request for the issuance of the special transport permit, which must be completed in full by the applicant, who bears full responsibility for the accuracy of the information provided concerning: identification details of the applicant; identification details of the transport operator; registration numbers of the vehicle with exceedances; origin and destination of the transport within the territory of Romania, as well as the intermediate points if the applicant opts for a certain route between origin and destination; registration numbers of a reserve vehicle with identical characteristics to those of the vehicle with exceedances, if deemed necessary; configuration of the vehicle in terms of axles, type of axles, suspensions and wheels, distance between axles; masses and dimensions of the vehicle with exceedances; nature of the cargo transported; requested validity period; compliance with the maximum towable mass, with/without braking device, as recorded in the technical inspection report for homologation, performed by RAR, or in the vehicle registration certificate, in case of a towing vehicle pulling a trailer/semi-trailer; compliance with the maximum authorized constructive masses of the vehicles; the specialized economic operator who will escort the vehicle with exceedances.*
